While this is an excellent photo, I'd like to point out that the mule does appear to be standing on significantly higher ground than the human. Look at the width of the mule's feet compared to the 1st photo to get an idea of where its feet are in the 2nd, and compare to where you expect the human's feet to be. Additionally, the camera is held at a low angle, presumably to make the mule appear larger (which decision I do not begrudge them---it's a good photo). The 2nd photo also is in 4:3 aspect ratio (720 x 540), which---at least going by my own smartphone camera---tends to introduce distortion, which again may make the mule appear bigger. The 1st appears to be thus as well. But, even so. 19 hands is 6.33 feet, and horses are measured from the ground to the top of the withers, at the base of the neck. Here is a photo from Wikimedia to indicate where the withers are on a horse.
Tumblr media
This random website about horses says, "Light riding horses are typically 14–16 hands (1.42–1.63m), larger riding horses are 15.2–17 hands (1.57–1.73m), and heavy or draft horses are usually 16–18 hands (1.63–1.83m). Growth can also be influenced by genetics and nutrition." And here is a chart comparing the size of an average moose to human (I am just going to assume this is accurate enough for now, but I didn't really dig into the topic).
Tumblr media
So, my photography quibbles aside... 19 hands, aka 6.33 feet, is still a darn huge mule, and---if this random chart I found on reddit is indeed to be believed---just a smidge shorter than the average moose at the withers (not accounting for the horns intimidation factor, of course).

Why do draft horses in d&d 5e do less damage than riding horses? Big solid lad with huge feet kicks you and does 1d4+4 (min 5, avg 6, max 8) damage. Skinny greyhound of a horse with tiny feet kicks you and does 1d8+3 (min 4, avg 7, max 11) damage. Both hurt but why does little horse kick stronger than big horse
