I've had this idea in my head for a while, but only recently did I realise that black paper would be perfect for it.
The text is a quote from the mathematician Gottfried Leibniz, and it means 'In order to produce everything out of nothing one [thing] is sufficient'. I came across the quote in a book about mathematics, and it reminded me of how One in Numberblocks is used as the base to create every other character. In fact, One says herself in 100 Ways to Leave the Planet: 'All you need is One... and a magic mirror'. Which is basically a kiddie version of what Leibniz was saying.
The glow effect and the stars are referenced from the scene in Zero where One brings the whole world back into being after Zero disappeared everything. Queen.

My partner had a dream that all the numbers are connected to stars, and the stars for 5 began to drop out of the sky. When the last 5-linked star was gone, the number just went away. People knew what 5 was but could only refer to it like "2+3" or "6-1," and they were scared of it happening to other numbers.
