Oh a good question!! I don’t really think about itmuch actually…  but I can try to show my steps in more detail…!Maybe you can try it out for yourself! I only use Paint Tool SAI2 while doing so. (But it is almost like Photoshop, just more simple)Maybe my english and knowledge is not very good for explaining so I am sorry inadvance… (つ▽⊂|| ) and many typos…
First I draw a simple sketch… I use the resolutionof 2432 x 1367 pixels

then I do outlines, maybe you like to see the brushsettings for this:

Since my pencil makes fuzzy outlines, I have to outlineit on a separate layer again, but I use a fancy, gaudy color for thatso I don’t miss!

I use clipping group on top of that layer to cover itwith the actual colors later.

for the sense of the right hue, you may look for thecolors of the old animations, mostly, the darkest color (left) willhave a very dark gray warm color and the brightest color (right) willhave a very bright gray cold color, such colors are still to see indigital colored anime intentionally. Just try to keep the colors verygrayish mostly!

For the shading I like to use blue/green and graycolors… but it is very intuitive and I often just experiment.
( I don’t go too much on detail how to color thebackground since it is basically the same, like with the moving object infront, only difference is, that you don’t do a hard shading, you cansmooth it out with blending and paint it, there is a little bit morespace for artistic freedom in general. Also if you have a darker theme it is good to use the darkest color possible for black shadinglike here)

blur is very important and I think it’s what itmakes looking old school, since back in the 80s and 90s they oftenused transparentsheet in the cel animation technique (characters are drawn on cel andlaid over a static background drawing *wiki*),that would cast such shadows and make the colors a little blurry onthe film a little. 
So the figure in front would have to gain suchan effect. I copy the layer for color and blur it and give it themode for color too!Also very bright colors would strongly blur soI make another copy of the color layer and just blur it highly and change the mode to screen tofade the contrast against its strong dark background.

At the end, I would just adjust the outlinecolors a little bit to be less apparent if the contrast is too strongon bright spaces (using a clipping group on the outline layer andmake the hue mid-red-grayish)On a final note a slight blur to everything!

Quick tutorial on how to paint still water?
Whatever idk i just gotta document what i have learned recently before i forget and the best way is to explain it.
What you will need:
- Any art software that have layers and especially some sort of layer mask feature. (i use clip studio paint)
1: (first image) You can start by first adding the core objects of the artworks before adding any water. You can start on a gray or dull brown canvas if thats your thing. The rock here is going to be half-submerged in the water so thats why only the top part is more rendered here. But depending on the setting and your own style you pribably can render the lower half too, just remember to have the submerged part in a separate layer since the reflection of the water will be placed between the top-rock layer and above the bottom-rock layer.
2: (second image) Now you add the color of what the bottom of the river is. Most rivers where i live have muddy bottoms so im going with a brown color. Depending on how deep or shallow the river is, the more objects is visible. Note how i added a darker shade close to the grass but also at the bottom of the canvas. It’s not mandatory but i’ve noticed that it helps to give more depth.

Now i make a new layer (or in my case a layer folder because i never end up using just one layer) and just add a sky! You can make it daylight or evening or lit up by the moonlight probably. Use either your favourite brushes, the default round brush, or some weird custom brushes for the clouds - whatever suits your style and fancy! Just keep in mind that the angle of the clouds should match the angle the overall painting has - but you can also just give the cloud an unspecific shape that works in any angle.

4 and 5:
Okay so this is where the layer masks are your friend. You can probably be brave and just use the eraser but that method is quite unforgiving imo.
In the first image i used a big soft airbrush eraser (you can use a gradient tool as well) to lower the opacity on the bottom part of the water. I have noticed that, in certain angles, the sky reflection on water is more faint the closer it is to the viewer.
This isn’t necessary but i used two layer masks here, the first gradient one is on the layer folder. The second layer mask is on the blue sky layer. I know that not all art programs might have this, so you can just do all of this on one layer mask if thats all you got.
Now technically these are reflections of the rock and the grass that i am masking away. But since theyre so close to the water we dont get much visible details and mostly just the silhouette. If i had just added a 100% mirror-like reflection here it probably would make the water look like liquid metal or something. However, reflections in water can vary a lot depending on the setting, so look up references that match the setting you wanna go for and take notes.

And this is essentially it!! Yes i know the example image isnt a masterpiece, but i didnt wanna expand this post even further and wanted to keep this simple. You can absolutely go further with this and add more vegetation or animals or droplets or rim light or 50000 overlay layers. I hope this made sense and is of any use or help for y’all out there!

Someone has probably already asked you this but do you have any tips on studying/understanding perspective? I keep trying to find resources to learn but none of them really stick or are actually useful
so I'm hoping that your issue isn't just figuring out the difference between 1-point, 2-point, and 3-point perspective and how it works, because there are tons and tons of resources available for that, and I'm guessing what people tend to get tripped up on is what you're supposed to be doing with your grid.
I'm definitely far from being an expert on understanding perspective, but I'll share some of the things that helped ME finally Get It.

Things like eye level and different camera angles can be a GREAT tool to use when doing a comic or storyboard between multiple characters of different heights!! I actually drew an example of this exact thing for a friend about a month ago (I used adventure time characters bc they're easy to draw and have a good height variety):

You can use camera angles like this to add variety to your shots, and even use it to help convey something emotional (using a down-shot on a character to show that they FEEL small, use an up-shot on a character to make them look more intimidating, etc etc)
