they were intially just made for the town's website, with the website being outsourced by a different company. in 2007, they said shimon chan wasn't made with a specific gender in mind. the town got the rights for shimon, and begun releasing more billboards and shimon-merch to hang up around the town. they would later say the same thing in another interview, saying that shimon was never designed with a gender, and they've acknowledged shimon not being a boy or a girl. throughout the town, they're shown in vector art dressed in both masculine and feminine outfits. shimon-chan isn't a boy butterfly or a girl fairy; shimon-chan is shimon-chan.
