ABQNY International Student Solidarity Statement The militant youth of Anakbayan Queens condemns, in the harshest terms, ICE’s insidious and arbitrary rule stating that international students are not allowed to remain in the U.S. if their college or university holds online-only classes as a COVID-19 precautionary measure. This will disrupt the studies of nearly 1.5 million international students living, working and studying in the U.S. As a group of Filipinx youth and students, the measure directly threatens members of our own community. The shameless policing of immigrant students, whether F-1 or undocumented, as well as the continued and intensified criminalization and detention of migrant workers and refugees will not stand. Time and again, ICE proves itself to be an arm of unchecked, unbridled state power feeding the most xenophobic, racist and violent tendencies of the imperialist U.S. government. It is on this historic day July 7, 2020 that Anakbayan Queens NY establishes itself as a fully fledged local chapter of Anakbayan-USA and continues to uphold the principles and goals of the National Democratic Movement with a Socialist Perspective in the Philippines. Let us uphold the revolutionary struggle and tradition of the Filipino People! From the Katipunan, who on this day, July 7 1892, established themselves as the revolutionary People's army comprised of the most oppressed sectors of Philippines society to fight against Spanish occupation, to the Hukbalahap, who fought against the Imperial Japanese occupation, to Kabataang Makabayan and the New People's Army, who to this day continue to wage one of the the longest lasting Protracted People's War in the countryside, we see that it is indeed through militant struggle that the best in the youth/People emerges. As Filipino youth and students, we must carry on the legacy to fight for genuine freedom and liberation of the Philippines. With the dire socio-economic and political conditions in the Philippines brought about by yet another puppet regime to U.S. Imperialism...to this day we continue to witness the impacts of fascism done by the US-Duterte regime. On July 3, the Philippine dictator Duterte has signed the Anti-Terror Bill into law, despite widespread opposition on many cultural and political fronts in the Philippines and abroad. Since 2016, Duterte has consolidated the unilateral power of the executive branch, normalized the extrajudicial killings of poor people, stacked the upper echelons of government with police and military heads. Now, the very authors of this Anti-Terror Bill openly say that under the punitive provisions of this act, “they’ll no longer need martial law.” Anakbayan Queens unequivocally condemns this declaration of de-facto martial law, which will only be used to further crackdown on dissent against the fascist Duterte regime and its imperialist cronies. ⁣ ⁣ Ever since the Arroyo administration began importing the US imperialists’ rhetoric and framework for the War on Terror in the early 2000s, the government of the Philippines has used the word “terrorist” as a blanket pretext for persecuting activists and human rights defenders calling for genuine freedom and democracy. This new Anti-Terror Bill marks the completion of this project by widening the definition of “terrorism” even further. It subverts due process by undermining the court system and granting the executive branch unprecedented powers. Now, police and military can legally conduct warrantless arrests, detain suspects without formal charges, and surveil “suspects” without their knowledge. The bill also attacks freedom of speech, proclaiming that even so much as a banner or insignia interpreted to have terroristic “intent” is punishable by up to 12 years in prison. The bill also extends to Filipinxs living abroad. ⁣ ⁣ Some have said that the ATB means the death knell for democracy in the Philippines—but we, the militant youth of Anakbayan Queens, know that the Philippines has never been truly democratic. We also know that the 500 year resistance movement will never be stamped out—this latest attempt by the fascist Duterte regime merely heightens the terrain of our struggle. It’s a dark day for Hong Kong. On Tuesday June 30th, China’s parliament bypassed Hong Kong’s legislature to pass a sweeping “national security” law, which criminalizes any form of dissent against the PRC and introduces brutal punishments for any Hongkonger or political organization who is found to be in subversion of the law’s terms—including life imprisonment and juryless trials. In a shameless affront to Hong Kong’s political autonomy, the Chinese central government is now also allowed to establish its own national security bureau in Hong Kong to enforce the new law. Anakbayan Queens unequivocally condemns China’s blatantly fascist, undemocratic attack on the civil liberties of Hongkongers. As part of the national democratic movement in the Philippines, ABQNY recognizes that China, far from the liberatory force it projects itself to be on the international stage, is a hyper-capitalist, imperial power. For decades, the PRC has been steadily chipping away at Philippines territory in the West Philippine Sea. In collaboration with the Duterte regime, China has also been at the forefront of massive, debt-financed “development” projects that have exploited and displaced indigenous & poor Filipinos, driving the country further towards economic collapse while accumulating vast amounts of wealth for the Philippine comprador bourgeoisie and their Chinese creditors. In China’s national security law, we also see echoes of Duterte’s impending Anti-Terror Bill, a similarly sweeping measure for criminalizing dissent. With these latest events in Hong Kong, we see the lengths the PRC will go to to consolidate its capitalist-imperialist control over Southeast Asia. Across the region and throughout the world, China’s new national security law ought to be understood as a harbinger of a future to come if we allow historical revisionism to prevent social movements from banding together across the fissures of empire to oppose and resist Chinese imperialism. Yesterday, in commemoration of Juneteenth, members of Anakbayan Queens attended a vigil in Woodside hosted by Amazonians United NYC. We were moved to hear Amazon workers and community members share their experiences as laborers, disabled people, women, youth, and Black people facing oppression in the US today.
