For background Byakuya makes it pretty clear in the first game that he wants to rule the world. Not destroy it - rule it. I'm using that as the basis for Byakuya being a mastermind. He isn't going to do it with any sort of fanfare though - of course not. As he himself has said, shadowy organisations are the ones who pull the strings.

His plan is to anonymously convince/support Junko in destroying the world by providing resources and manpower. Coincidently, this means destroying his family's rivals and enemies while carefully preventing his own family from being affected. Next, he orchestrates a killing game and then places the blame solely on her. Once that is done, he escapes a hero and returns to his family and bam - Togami Empire reigns.

Of course, that is not enough. Byakuya needs to survive the game itself. He needs to know with 100% certainty that his own family will not fall. To assist in this process, he enlists the assistance of renowned fortune teller Yasuhiro Hagakure. To many, he is seen as kind of a goofball who has some accurate predictions, but thanks to Byakuya's vast wealth of secret knowledge he knows the truth. That being that Hagakure is far more powerful than he lets on. It makes sense though - a person with the ability to see the future could easily be apprehended by governments or secret organisations and forced to do their bidding.

It takes several meetings before Byakuya's suspicions are confirmed. Yasuhiro is quite eccentric, and at times frustrating, but his predictions are almost 100% accurate. One of them is that the Togami Empire will fall to ruin if its destined leader does not step up and take over. Inspired by this, Togami tells Hagakure his plans. Hiro is shocked by this and is understandably unsure about it, but Byakuya offers him a vast amount of wealth and a prosperous future, and he cannot help but accept it.

As they plan, they start to bond. It's mainly Hiro doing this as Byakuya is very reluctant to let his walls down. They have a lot in common though - strained family relationships, childhood trauma, collect ancient artifacts, the desire for deep, forbidden knowledge.

Eventually, Byakuya feels comfortable enough to trust Hiro and he pretty much becomes his best and only friend.

The game then goes almost the same as it does normally.

Once they get to the final trial, Byakuya gives the final blow that sentences Junko to death.

That would have been the plan, if not for Byakuya’s arrogance. He boasts about being able to see through her pathetic attempts at despair and how he and his family were destined to rise above it.

Throughout all of this, Hiro starts needling him. Very subtly at first, but it starts to become noticeable enough that Byakuya is becoming visibly agitated until he has an outburst of some kind and he calls Hiro idiotic and worthless.

It’s interesting to note that throughout the original game Yasuhiro is pretty good at brushing off anything Byakuya says to him. Hiro starts to do it here, before stopping halfway and dropping his mask completely. With an unsettlingly calm demenour, Hiro admits to everyone that he and Byakuya set up the game.

With the ball well and truly dropped, Byakuya decides to roll with it and just straight up admit his plan. He says that he organised it all and did it to make his family more powerful and that thanks to Junko's reign of despair which successfully destroyed all of his rivals he will rise up and claim the world as his own. At which point Yasuhiro tells him that the Togami empire has fallen into ruin. He then proceeds to completely blindside Byakuya by revealing his true colors. He isn't a bumbling, friendly fortune teller who just happens to have strong psychic abilities. His entire personality is a fabrication. It's part of his act which he does for all his clients, including Byakuya. Thanks to his clairvoyance, Hiro knew everything that was going to occur well in advance - Byakuya coming to him, the killing game, the world pretty much being destroyed, the fall of the Togami Empire, even his and Byakuya's own deaths at the end of the trial. When asked why he didn't attempt to change anything, he states that the future can't be changed. In shock, Byakuya asks Hiro why he didn't tell him any of this. Hiro explains that he did at their first meeting. Byakuya was never going to lead the Togamis to prosperity. He was always going to fail due to the fact he was not the destined leader. It was a self-fulfilling prophecy. The whole thing ends with Hiro mocking him by telling him he's a pathetic loser and confirming that he never actually saw him as a friend, or even an equal. It finishes with Hiro asking a completely broken Byakuya if he wants to know what happens next or if he should just tell him things that would make him feel better. Before Byakuya can reply he cuts him off and says he's done and ready to meet his fate. Then, Just as Hagakure fortold, they both die
