Greetings, esteemed Arbiter of the Head. I have come to report a…most curious felony. Truthfully I don’t actually know if this would count as a crime or some nonsensical prank but better safe than sorry. I saw what I *think* was a male Arbiter fighting either a clone or a twin, and thought to contact you immediately.

Mainly because I don’t think I’ve ever heard of any person who has the name ‘John Arbiter McHeadperson’. Yes, that is what he claimed his name to be. He gave me a business card for some reason.

Firstly, we have no male Arbiters, and while impersonation is not a crime, it is frowned upon. Second, if it were a problem, the Beholders would have contacted either one of us, or a Claw to deal with it, the clone must not have been here longer than 2 weeks otherwise we would have gotten involved. Third, please provide his business card, while I believe no taboo has been broken and no crime committed, I would like to look into the incident and the individual in question myself.

Given the numerous rules on the anti-gun laws which heavily restrict the making of firearms and, for lack of a term with more gravitas that currently comes to mind, tax the living shit out of any potential buyers, part of me is admittedly curious as to the reasoning behind said laws. Did some unspecified event occur in the past for the Head to decide to restrict all firearms (if not eliminate them outright) or was it just a random whim they came up with?

I’m going to be completely honest, it feels a lot like the former here.

Our decision to put such restrictions on firearms is based on how easy it makes killing, we do not believe a life should be so easily taken. Each life has its own individual weight and experiences, those experiences should not be made invalid simply because you were in the wrong place at the wrong time. It mainly ensures only those with the means to acquire will get them, and those people are usually rich fixers who know that others on their level can rather easily avoid being hit with a bullet anyway, and thus renders them useless.

You did not break the taboo, no. The "building" had not applied for a residential permit, and even if it had, the construction was done in a way that it would be easily broken down, thus it would not have gained one. The actions of you and your others are in the clear, Sweeper.

Augmentations are not prosthetics, I draw your attention to the now defunct G. Corp, who augmented it's soldiers with buglike appendages. Further more I draw your attention to some of the distortions of the City, some have distorted and obtained animal-like features. To truly answer your question, however, metal prosthetics that mimic animals are not allowed, any prosthetics that mimic biological life are not permitted.

Further more, we did not fail, we accomplished our mission and did exactly what we set out to do, our job was to banish the Library to the outskirts and if possible recover Garion's corpse. Garion's recovery was optional, we succeeded in banishing the Library.

Do any arbiters have prosthetics?

Some do, as a result of battle injuries. The Claws have prosthetics, which is where they get their namesake. Personally I have none.
