DECEMBER 08, 2019 - As I am required to make an interview for my NSTP subject, umuwi ako ng cubao, at pumunta sa barangay namin doon. So mula Manila to Cubao, nakakapagod, tagal ng biyahe pero ok lang para sa grades naman eh heehe. So I have arrived at my barangay and look for barangay officials. For your information, the interview was all about the BDRRM or Barangay Disaster Risk Reduction Management, yun yung pinapagawa sakin so yan, pakapalan mukha magtanong, dejk! :P

Ayun na nga, nakapunta na ko sa court na malapit sa barangay hall, at dun, nakita ko si Mr. Rolando Camba aka “Kagawad Bui-Bui”. He was the one to entertain my queries for the interview.

Bago makapasok ng barangay hall kung san andun yung office ni kagawad, may madadaanan kang multi-purpose hall. (The right entrance was the way to the barangay hall)

Tada! So ito yung tinutukoy kong multi-purpose hall, at dito laging may zumba. jk Laging may programs or orientations, especially the RDANA training program. We’ll talk about the RDANA later in this blog.

Bukod sa may multi-purpose hall sila, meron din silang mga posters na naka-paskil sa entrance ng barangay hall. The posters was just about the differrent calamities such as flood and landslide.

FINALLY! Natapos na din yung interview, kala mo usapang tropa lang kami ni kagawad. (In the picture, the girl on the right is the secretary of Kagawad Camba, Jormina Limoso) What we talked was just about the hazards, vulnerability and the capacity of the barangay.

First, lets talk about the hazards and vulnerability of the barangay. In the vicinity, there are few, almost none, high rise buildings, so pag may lindol, walang debris or falling buildings. Bukod dun, flooding for them is not a problem, kasi bundok na halos yung lugar namin. They were even awarded as one of the top 10 safest barangays in Proj. 4 District 3, Quezon, City. The only problem on our barangay was the area of the ISM or the Illegal Settlers (di ko po alam yung meaning ng M kasi di rin po daw nila alam XD) In the ISM area, prone sila to house fire, kasi syempre dikit-dikit yung mga bahay, in addition to that, the houses were built with weak materials, tulad nalang ng plywood o kahoy na ma-gato na, tipong inaanay na. So that being said, even the roofs were just aluminim foils (jk lang po) The roofs were just galvanized iron sheets, sa tagalog yero. Sa kanila, di masyadong nakadikit yung bubong nila, so ginagawa nila pinapatungan nalang nila ng kung anu-ano tulad ng kahoy, mga bato o di kaya gulong. How does that became a hazard? We’ll if there’s a strong wind or kung may ipo-ipo, nadadala ang mga yerong ito. Nakakatakot nalang syempre kasi minsan makikita mo may lumilipad na yero o di kaya minsan buong kisame. Tapos ang bagsak pa neto ay random, kung kani-kanino nalang. So what the barangay officials did was give a free repair, in which will make their houses not only durable but also flightless (intact). In addition, the surroundings of the ISM is failed in terms of sanitation. In turn, citizens are prone to diseases. As for the barangay’s response, they offer a free medical check up for everyone. In summary, the only problem that the barangay are facing the ego and pride of the people especially to those at the ISM as kagawad said. Minsan di sila sangayon sa plano ng barangay.

For the capacity of the barangay, they have these equipment for emergency purposes such as hard helmets, generator, and the manual fire alarm. (Tinesting pa ni kagawad yung fire alarm, and sobrang lakas at nakakarindi HAHAHA so super rinig sya sa buong barangay) (P.S. The barangay consists of 5 long streets)

They also have these fire hydrants in case of fire. Although its the only fire hydrant in the whole vicinity. They also have fire exits in every facility like the barangay hall. Lastly, they have these trashcans for recycled materials as they collect it and make use of it for many purposes. They also gather these para di sila pakalat kalat so that clogging of drainages will be prevented.

They even have an ambulance and a service truck for emergency purposes. Oh diba san ka pa? Walang ganto sa ibang barangay jk!

Lastly, for their evacuation centers or safety areas, they have this basketball court and all the 5 long streets for such calamities.

SOOOOOOO! Bago ako maginterview, nalimutan kong bumili ng apprecition gift. So after ko maginterview, I bought a pizza @ Domino’s as my appreciatioon gift. Mura lang kasi may promo or combo sila na parang buy 1 take 1 (syempre pasalubong ko sa amin yung isa) (At first they were refusing the gift, pero syempre sinong makakatanggi sa pizza? HAHHA :3) (P.S. Natanggap po nila yung gift, di nalang po napicturan kasi paalis na si kagawad, di ko po inagkin lahat ng pizza eheheeh)
For the reflection:
- I enjoyed the visit, kasi ngayon ko lang nakitang walang nagzuzumba dito jk. I enjoyed it because kahit papaano may mga barangay officials parin talaga na nagmamalasakit tumulong sa mga residents. Ginagawa padin nila yung mga responsibilities nila. Although may mga resident parin talaga na kailangan ng disiplina para maiwasan nga yung disaster, kasi para sa lahat din naman ang pagsunod. So for the comments, i can only say na masyadong konti yung equipments nila for rescue and emergency purposes. Kagawad said that they don’t have too much financial problems or they have too much budget for these, pero miski isang fire extinguisher, wala sila so ayun lang. Also the fire alarm must be upgraded din, yung tipong isang pindutan nalang sana kasi, pano kung may emergency, magpapaikot ka pa ng alarm manually bago marinig ng lahat. In addition, wala pa din silang safety map, which makes the residents prone to danger kasi they’re uninformed of where to go in times of calamities, kahit sabihin na buong kalsada ang gagamitin, iba parin yung specific. But overall, the barangay is good, because it has a good location or geography, as in lindol at sunog lang talaga yung nakakatakot, isama mo na yung lumilipad na yero. Sino ba naman di matatakot dun random yung bagsak, paswertihan nalang sa ilag XD. So ayun, there are many improvements that must be made to be really prepared for these problems. Also I forgot to mention about the RDANA. Im glad that many of the barangay officials train through this so called RDANA or Rapod Damage Assessment and Needs Analysis so that they can also teach the ones or the residents in the barangay to be prepared as well for the unexpected events. Flex ko lang din, may malapit na fire truck sa barangay, just 10 mins away so ayun, our barangay is really entitled for the top 10 safest barangay.
