The Croaking Court Palace: This location sits at the base of a mountain with many waterfalls. Water flows into the giant lilypad, which then flows into the main waters of the pond. A cave entrance sits below the roots of the plant, where the Croaking Court lives and convenes.

The Royal Family tend to reside in the flower above, in their own private body of water.
