I just think it's an interesting thing that Ichiji, Niji, and Yonji always call Sanji their brother, whereas Judge openly says that they're not family.
Ichiji and Niji says Sanji is "younger brother", and Yonji says he's "older brother". Even in that dining room scene, Niji doesn't say "If you keep acting like this, then you're not my brother anymore". What he said is more like "You are our brother, that's why you shouldn't be like this".

I've always said that all they want is to be a matching set of 4. What they don't like is that Sanji is different. First him for being weak as a kid, and then second for being too nice.
When Sanji was pretending to be evil in front of Luffy they all suddenly did a 180 and immediately accepted him. He's strong now, that's for sure, and he's finally "behaving properly".

This panel too. Most people might be paying attention more to the words, contrasting Luffy calling him cook while the brothers beat him up for cooking. The picture, though, is also an interesting contrast. I think a lot of people see this as Niji and Yonji mocking Sanji, but it looks to me more like they're congratulating him for what he did and completely not noticing how upset he is.

It shows that they like him "now" and is being friendly, contrasted with how they treat him as a kid, but it's for all the wrong reasons.
Though, I also keep saying that him saving them seems to be the proof that they finally changed how they view Sanji. We won't really know what changed until they return. All we saw is that Sanji still hates them, but we don't really see what it's like on the other end yet.

The specificity of 情
I'm very particular with identifying that Ichiji, Niji and Yonji only had their "情" removed (analysis part 1, part 2), and one of the reasons is because of this scene:

I personally choose to really isolate 情 as either sympathy or empathy rather than a catch-all "emotion" because the above scene shows that from the very beginning Judge never asked for all positive emotions to be removed. I also do not believe that he wanted them to be mechanical like robots or just following orders like the soldiers.
The fact that he wasn't perceiving the kids' very obvious affection as there being something wrong with them seems to mean that the ability to feel "some form of affection" was never meant to be erased. If he had thought that something was wrong, he'd have been surprised by this, like how he was surprised when the boys were laughing at their impending doom in Whole Cake.
The only counter I can think of is if there is actually a scene where the scientists went "Uh, sir, there's something wrong here" that sensei never showed us because he wanted to keep it as a surprise.
In which case, right now it probably means that if the brothers had been told to treat Sanji well, I'm pretty convinced they can come around and care for him just as much, even with broken emotions. I believe that the Whole Cake escape is a possible proof of that.
They came to help because they finally understood that Sanji is not useless, not a failure, and not beneath them. They helped because they do have the ability to care, they just didn't see the reason to feel that way for Sanji before. If they were able to learn this as kids, I believe they would've been able to get along just fine.
They didn't like that Sanji is different from them, but that can be changed by teaching them why being different doesn't mean "bad". With lacking sympathy, they might still laugh at Sanji if he falls and cries or something, and call him names every now and then, but otherwise won't be as terrible to him.
Sure, maybe I'm super wrong and there'll be some surprise reveal that actually Sora's medicine worked on all of them or something. It's just that there is still also room for the possibility that even if this is how the modification was intended the whole time, it doesn't mean they are devoid of the ability for at least affection of some sort.
I wish we'd seen how their interaction were like before the trainings began, it might help answer more definitively. For now it's very either/or, and I'm just analysing based on my own perspective.
This also doesn't address or solve Sanji's problem with it, since he doesn't want to be merciless and cruel even to enemies. Even if the modification never removed the ability to love he still wouldn't like it. That's a completely separate problem.

Love (愛) without 情?
Back when I wrote my post about "emotions 感情 and emotions 情", it's not actually trying to figure out what Sanji's bros are missing, but what they still have.
Even as much as "情" is a vague term, it can also be pretty compartmentalised. Therefore, if someone has their 情 removed, it's rather ambiguous what other emotions will be affected/blocked and what can they still feel.
For example, a break-up speech that I sometimes see is something like this: "I don't feel 愛情 for you anymore, but I still feel 情".
In English terms: "The spark's not there anymore, but I still care for you".
I've also seen a blog/article where the author says that 愛 (love) and 情 are different feelings. In that particular article, the author describes 情 more as something like "pity" or "sympathy".
There are various explanations that I've seen, but now I'm starting to wonder if it's possible that in One Piece, someone can feel 愛 without 情.
Considering feelings can be tampered with through science and "DNA" (lineage factor/bloodline elements) in One Piece, it's possible that maybe in Oda-sensei's conception, "feelings" can be compartmentalised even further in ways that are different from how it works in real life

If they have no mercy or pity or sympathy, what's all these, then?
That Ichiji one might be not entirely noticeable, but he is relieved that Sanji and the others made it out safely. He did care. Even if he had called it a mission, he still cared in a way that's different when he was handling the Broc Coli mission.
The common/obvious explanation is that Sora's medicine did also work on the others, even if not as completely as it did with Sanji.
Still, it would be an interesting situation if Oda-sensei declares that it's possible to feel "love" 愛 despite missing 情.
If somehow the mods were meant to just take out 情 without disabling their ability to love 愛, that's a whole new set of questions to consider. The brothers aside, this also could lead into unexpected ways for how Sanji's powers and modifications will be handled in the story. 愛 is the power of love that Sanji keeps talking about, after all.
At the end, this seems to be more on philosophy rather than strict meaning of language, so I can't really theorise too deeply about this.

Not having "Emotions" 感情 or "Emotions" 情: Germa 66/Vinsmokes

Analysing the 3 Vinsmoke boys, because Oda-sensei should know that things like disgust or anger are also "emotions", and Ichiji/Niji/Yonji all have displayed "emotions". Negative ones, but emotions all the same. So there might be something else going on.
In the raw, there is actually a difference in the exact words that they say the boys don't/shouldn't have. I feel that this is might be important, because that's the way kanji is. The nuance of the word usage can be different depending on the context.
When the Germa scientists say that Sanji should not have "emotions", the word they use is「感情」, which does mean all emotions for the most part (including things like anger, joy, etc).

However, Sora says don't take their "heart" 心 away. When you say someone is heartless, it doesn't mean that they have no "emotions", but they have no "pity" or "compassion".

Reiju also says that what is removed from them is just「情」, not 「感情」. 情 is emotion, but also specifically have the connotation of empathy, sympathy and compassion.

The same word when she says she "still has it" in contrast to the boys:

And lastly, from Sanji himself, calling his brothers "monsters with no blood or tears" 血も涙もない. This idiom means the same as "heartless" or "cold-blooded", meaning no mercy, no sympathy, no pity, no compassion. It does not mean "absolutely zero emotions", unless additional context specifies so.

My conclusion is that either Oda-sensei has been playing word games, or there's a slip-up in translation. The boys seems to actually do have emotions. What they don't have are empathy, sympathy, conscience, and fear. Just look at them casually throwing themselves off the roof, and laughing off their potential deaths.

The reason why they act so cruel might be because they have no innate conscience, so they just parrot and follow whatever Judge told them.

And, since Reiju said she was reprogrammed to always obey, I suspect there's a little bit of that in the other boys too. See Niji, freeze-stopping his kick mid-air because Judge says no:

What they do to Sanji is really horrible, but little kids brawl and beat up each other all the time. It's the adults who have to teach them "don't do that". Without anyone telling them no, and Judge even permitting it, of course Ichiji and the others act the way that they do.

I think there is the possibility that the boys might still have the ability to feel genuine affection inside them (since, you know, having affection for someone is honestly nothing to do with compassion or mercy). They just might not know what that feeling is, because they've never been taught to understand that.

And the whole "Emotionless Excursion" cover story sideplot.
This is why I say Ichiji and Niji are acting like particularly evil tsundere dumbasses. For all their horrible comments, they're clearly capable of feeling concern. Ichiji less obviously so than Niji, but same difference.
We'll wait and see, I guess, what exactly is the extent of the 情 that is missing from those three.

I don't know, my conspiracy brain is thinking that maybe he just wants to make sure Sanji is still angry with them so that he would just go on ahead and not look back. Because the siblings all know the Big Mum crew isn't a yonkou crew for nothing.
If Sanji suddenly gets worried and wants to help again, that would defeat the entire purpose of them coming there.
Niji is kind of a curious case, because unlike Ichiji he doesn't really display any "suspicious" behaviour and he's the one who is the most visibly crazy/horrible, but he has this very weird reaction to Sanji that Yonji doesn't seem to share.
In the dining table scene, everyone were talking about Broc Coli and the Levely. Nobody was paying attention to Sanji at all...until Niji out of nowhere started to pester him.

I once posted that someone in the Japanese fandom said "Niji and Sanji are the twins forever of the quadruplets" for various reasons, and maybe that's really intentional?
Niji seemed like he suspects that something's not right in Sanji's "funeral". Only Reiju shares the sentiments. Ichiji and Yonji really doesn't seem to care (and there is nothing I can see indicating that Ichiji is pretending there).
Plus, after Sanji accepted his exoskeleton, sensei created a circumstance where the first technique he used in that state was Niji's "Stealth". We don't know if this was something all 4 brothers could've done, since it's something that's not attached to the raid suit and we didn't see anyone else use it. It only emphasises their similarity, especially since the both of them are primarily kick users.

Arguably, the little scene after getting their raid suits back might also mean something. There's that panel of him and Ichiji nodding together, already in agreement to do something, and it doesn't look like it's simply "let's wear the raid suits". Might it be "we're going to help the Straw Hats"? Maybe there's no special reason for showing Niji with Ichiji in that panel (instead of, say, Yonji), but you never know.
