I did a neuropsychology module last semester and learned about the somatosensory cortex. It's basically a little strip in the brain that processes sensations, touch n all that from all the different parts of your body.

What's funny is that the region for feet is next to the one for genitalia. So I'm pretty sure there's research out there that supports the notion that there's a slight crossover in those regions. And what does this mean when there's an activation in this area of the cortex? Boom, foot fetish.

Of course, not everyone develops this fetish but it's definitely a reasonable neurological explanation as to why this occurs. Various other factors come into it, like conditioning. See feet in an erotic context over and over paired with the sensation of pleasure can sureeee make you develop the fetish also.
