The HR function can become a high-value-added part of the organisation and play a key role in developing and implementing corporate strategy. This is because of the growing importance of human capital in organisational success.
The HR function will be more effective as a strategic partner in the organisation rather than a purely administrative function. Such an HR function will drive change rather than react to it.

Setiap hari manusia membutuhkan air sekitar 150 liter/hari, dan kurang lebih 70-80% dibuang kembali ke lingkungan. Air limbah domestik adalah air limbah yang bersumber dari aktifitas manusia, yaitu mencuci, mandi, memasak, dan sebagainya. Secara kuantitas, air limbah domestik jauh lebih baik banyak dibandingkan dengan air limbah industri. Dikota besar misalnya, beban organik air limbah domestik bisa mencapai sekitar 70% dari beban organik total air limbah yang ada di kota tersebut. Sumber air limbah domestik dengan volume yang berasal dari Hotel, Rumah Sakit, Restoran, Apartemen, dan sebagainya.
Kementrian Lingkungan Hidup telah mengeluarkan Keputusan Manteri tahun 112/2003 tentang Baku Mutu Air limbah Domestik. Dan beberapa daerah telah mengeluarkan peraturan daerah yang terkait dengan pengelolaan air limbah domestic ini.
Dengan adanya peraturan tersebut, pengelola usaha yang menghasilkan air limbah cukup besar harus mengelola air limbah domestiknya. Pengelolaan air limbah domestic merupakan bagian dari syarat mendapatkan izin lingkungan. Pelatihan kompetensi sumber daya manusia untuk mengelolaan instalasi pengolahan air limbah juga bagian daripada ketentuan yang ada.
Pelatihan ini akan menfasilitasi peserta agar memiliki kompetensi dasar yang memadai untuk dapat melakukan pengelolaan air limbah domestik secara tepat guna. Komptensi yang memadai ini diperlukan untuk merancang, mengoperasikan, memecahkan masalah, dan mengembangkan sistem pengelolaan air limbah domestik.
