Something that I feel Homelander lovers and fans seem to forget or ignore(for whatever reasons, I don't get it) about him is that he was down there in that lab for nearly 2 decades, and yes indeed endured torture, but it had to have taken years of extensive torture and torturous experiments for even himself to know what he is physically and mentally immune to.
Anything you can think of and more probably took place down there, including chemicals, diseases, explosive substances and instances, etc.
The scientists weren't working to strengthen him. Their ultimate goal was to figure out what could injure and kill him.
