The day All Might defeated All for One was the turning point. It seemed that they miscalculated how powerful All Might really was and so All for One was never able to give his powers over to Shigaraki. In thus the villains were captured and all of them out on the death row.

All Might had other ideas though. He decided that it would be such a waste to allow these young men and women to die. So it was decided the world first villain recommission camp would be instated. We’re the top villains of Japan would go to be reformed.

Will it work out? Only time will tell.
