What is BOC 3 REGISTRATION AND AUTHORIZATION FORM/BOND APPLICATION (BMC-84)

If you’re new to freight moving industry or are thinking of starting a new setup, the rules and regulations for BOC 3 registration can be confusing. Every freight carrier or broker company must assign an agent in every state it intends to operate that will receive and file legal documents on the company’s behalf. Once you get your USDOT number, next step is assigning a process agent in all the states for the legal documents.
Why assigning an agent is important:
Brokers or direct carriers can assign themselves as process agent if they register with FMCSA as process agents. It is another long procedure and it is better to assign an already registered process agent. FMCSA will not issue your license to operate as a freight forwarder company until you assign a process agent. It is compulsory to hire a process agent to file for your BOC 3 registration.
How to select a process agent:
When you get your USDOT number, FMCSA makes your company’s information public on their website. You will start getting unsolicited calls from multiple companies offering to file BOC 3 on your behalf and act as your process agent. Don’t trust these companies, instead go to website of FMCSA and see their list of registered process agents companies.
Check their websites; call them to get a better idea about the states they provide coverage in.
Try to select a company that provide blanket of coverage i.e. can act as your process agent in all the states. Blanket companies save you time and money both.
How BOC 3 is filed?
Once you select the company you want to assign as your process agent, next step is filing an official application to file BOC 3 on your behalf with that company.

Most of these companies start processing your application within 24 hours once you fill out the form and send it.
They will then file the BOC 3 on your behalf. The filing can cost anywhere from $20 to $100 depending on the scope of coverage you demand.
The process agent will file BOC 3 form online with FMCSA and one signed copy to the office.
One signed copy of the form should be filed with each state in which the company will be conducting its operations.
They will keep one copy of form for their record and one copy for client.
Once the BOC 3 form is filed properly, FMCSA will process your application and you will get your freight carrier license.
