In the case of Austin, the Guardian fails to report some important info.
A year after the Austin City Council redirected a portion of police funding to social services and other reforms, the Texas Legislature passed a law that witholds state funding to any municipality that decreases their public safety budget. This essentially prohibits any defunding of municipal police departments.
The year after “defunding” APD, the Austin City Council was forced to restore police funding to 2020 levels to avoid loosing stAte funds. Additionally, Governor Abbott ordered the Texas State Police (Troopers) to assist the “underfunded” and understaffed APD with routine patrols to help protect the state capitol of Austin.
Historically, most progressive reforms and policies enacted by Austin’s city council or passed via local referendum are directly opposed by the ultra conservative state legislature which passes laws to negAte the local reforms.
While strongly Democrat and progressively minded, Austin’s ability to enact progressive civic policies is almost always thwarted by the neo-fascist legislature and/or governor and their oligarch donors.
