I feel like people forget a lot of the time that Noelle is strong and she does have a lot of willpower.

Queen isn’t talking about physical strength here.

Queen is talking about Noelle’s will. Her determination. And Queen is interested in Noelle’s determination over both Kris and Susie’s.

On the Snowgrave route, Noelle gets fed up of the thing inside Kris not taking no for an answer and tells them to basically “$!$! around and find out”.

On the Pacifist route, Noelle gets angry at Queen for threatening her friends and…not taking no for an answer.

She’s not as helpless as people treat her (in-universe and out).

No matter what route you’re on, it ultimately brings out the fire in Noelle, not just the ice.
