But they choose to slightly turn before they say, "It's about who," and I think I understand why.

Because while Don looks like Mobius and shares the same traits, he's not him. He hasn't gone through the life experiences Mobius has. He's still Don (and we love Don), but he's not Mobius.

So, Loki turning very slightly before saying, "It's about who," is a textual way to recognise Don isn't quite Mobius without saying it. I just find that interesting.
