Because this is just role reversal so only their roles to get switched, their personalities still 'almost' same. I said almost because as they still have the core personality, the change of event and situations kinda make them act little different.

Like Charlie, she still has this hope and wants to change the fate of hell, but she can't do anything because Lucifer is strict with her life.

Alastor in his backstory is a man who accidentally killed someone and that made him go to hell and he goes, "Wait- I don't deserve this!"
