The Negative Impact of House Bill 5636 in the BPO Industry
When the House of Representative approved the third and final reading of HB 5636 which refers to Tax Reform for Acceleration and Inclusion (TRAIN), it caused a big ripple to those who work and manage BPO companies. Under HB 5636 that is backed by the economic managers of Duterte Administration, the government has planned to lower personal income tax, expand the value-added tax base or VAT on various sectors, and adjust excise taxes.
As an answer, the Makati Business Club claimed that it will have a negative impact on the BPO industry once this bill is passed into a law since transactions of BPO companies will shoulder 12% VAT on gross receipts. In addition, the removal of the BPO sector’s tax incentive will negatively affect the country’s ability to attract outsourcing investments in the future.
The BPO industry is a winning sector for businesses since the top three most hired professionals are BPO and Information Technology industry-related.

Now, this tax reform is the main concern that Rey Untal faces who’s the new leader of IT-BPM plus the fact that this sector holds the status quo under Package 1 of the tax reform package. Their sub-sector ROHQs or Regional Operating Headquarters are excluded since it will be greatly affected due to HB’s version by removing 15% preferential tax rate which can only generate about P1.5 billion tax collection.
Mr. Untal claimed that revenue wise, the ROHQs were able to give $4 billion of the $23 billion earned by the industry in the previous year. Furthermore, Untal said that this tax incentive has transformed the Philippines into a more attractive option for conglomerates compared to Malaysia, Hong Kong, and Singapore. But still, he’s unsure of the immediate impact on the industry.
Based on the recent data, India still holds the top position for ROHQ location. However, other countries especially Malaysia is trying to lure investors with a good incentive package.
Mr. Untal firmly believes that IT-BPM has improved due to the country’s good talent pool, conducive working environment, and acceptable infrastructures. ROHQs have also provided jobs of the future composed of complex works in financing, accounting, HR, and analytics. Package 2 of the tax reform program is more critical since the government is still adjusting the corporate income tax rates and incentives rationalization.
The draft wasn’t available yet, according to Mr. Untal, but he’s hopeful that the government will be able to retain the incentives. This is to make sure that Philippines will still be able to offer cost-effective services and show aggressiveness to its neighboring countries at the same time because this will bring potential investors in the Philippines.

Uligan’s Wake-Up Call to All Restless and Unhealthy BPO Employees
The BPO industry is one of the best industries that offer the most lucrative jobs. But as the industry offers a better life to each BPO agent, the heads of BPO companies here in the Philippines are aggressively racing a campaign that can improve their agents' health and wellness.
In general, most BPO companies that operate in the Philippines are entertaining international clients. This means that most of their employees have to work during the night in order to cater for their clients’ needs. And with the industry's provided pleasure and high-quality jobs, the works and responsibilities of BPO employees have started to pile up which resulted to an unhealthy lifestyle.
According to the latest survey from Inquirer.net, two out of three BPO employees continue to live with unhealthy lifestyles placing chain-smoking and heavy drinking as the top vices that are common among more than 600,000 BPO workers. But that’s not all; experts have found out that most BPO employees under the age bracket of 26 to 28 were less than interested in regular exercises and proper diet.

Call Center Olympics
Due to these alarming health situations among BPO employees, the Executive Director of CCAP (Call Centers Association of the Philippines) Jojo Uligan decided to address the problem by launching “Call Center Olympics” event which aims to promote the health and well-being of BPO workers.
After successfully starting the event again last May, Uligan stated that he would be happier if 80 percent of the employees have participated in the program. But apparently, only about 20 to 30 percent of BPO workers follow healthy diet and exercise routine.
Furthermore, Uligan frankly said that smoking, drinking, and too much eating were no longer new in the BPO sector. But if employees will continue with their unhealthy habit, it will definitely affect the way their outsourcing company earns money. Unlike other businesses, BPO companies follow strict performance and productivity metrics that help them to land with valuable accounts.
If employees are not fit enough, their productivity level will slowly fluctuate and leave their company with deranged clients and inefficient revenues. Therefore, this would affect CCAP's efforts of improving the country's competitiveness in the outsourcing industry.
The Guidelines from DOLE
Aside from Uligan’s "Call Center Olympics" program, the Department of Labor and Employment has also recognized the arising problem on call center agents' health and safety issues. Thus, they will be establishing more health programs, occupational safety programs, and formation of safety and health committee in each BPO company.
Being true to their word, they are requiring all BPO employers to have an in-house medical staff composed of one safety officer, one occupational nurse, and a health physician to deal with employees' health situation.
As Uligan and DOLE continue to encourage BPO workers with their health and wellness programs, they cannot deny that if the employees themselves do not want to take care of their health, they can no longer do anything about it.

Department of Health Secretary Paulyn Jean Rosell - Ubial accentuate that BPO employees unhealthy lifestyle and high-stress level can lead to serious health conditions such as respiratory tract infection, gastrointestinal disease, diabetes and mental health disease.
To address this alarming health issues within the BPO Philippines, DOH partnered with Johnson and Johnson established the BPO Healthcare Program. Launched last October 6, the program aims to supply quality health care information to every hard-working BPO agents. The program will be applied to different strategies and one of those is through the training of health care professional with BPO industries specific health modules.
By doing so, health professionals will be able to provide a better diagnosis and will be able to improve BPO workers overall health.

Our goal is to make sure we start a conversation with every BPO agent and help them live healthier and more vibrant lives.”

The Next Millennial Work Space for BPO Workforce
It is believed that employees’ working environment has a huge impact on their daily productivity and output. Chris Butt, a renowned real estate and construction entrepreneur with a gift of building millennial office environment believes in the same saying too.

The Zombie inspired design project for Probe BPO on their new Wilcon state of the art reception area features Boris. The latter is a two-meter-long zombie who plays the leader of the misguided BPO employees who is temporarily residing in the famous Zombie land. For Butt’s client, their project’s call to action emphasizes that no employee is allowed to feel and behave like a zombie within their workplace.

                                      As Butt work on building surf resorts in La Union and office space for outsourcing companies, he used it as an edge to easily understand what a millennial workspace should look like. Butt said, “This generation wants to be proactively and constantly excited by their workspaces.”

With this, his design idea imitates the dynamism of the city with no nooks and cranny being wasted. His other BPO projects featured the so-called “Taxi Corner Cozy Corner” that is being cushioned with bean bags for a chill working session as they pass their busy working schedule.
The great Figari design reflects not only “zeitgeist of the time” but they also incorporate it with the elements of nature and bamboo. As Butt himself witnessed the mindset on real estate industry he encourages his clients to aim for a working environment that creates spaces for creativity, reflection and problem-solving.
International Recognition
Butt’s unusual designing office space has caught the attention of major international brands. Today, they are building nine facilities at Bonifacio Global City and Makati. Not only that is also working at 1700 seats in Manila but they are not yet penetrating Visayas and Mindanao due to Martial Law that’s taking place in Mindanao.
With the rampant success of BPO and Figari attracting more clients, Butt confesses that half of their business heart remains in the Philippines and the heart is spread all over the world.
The latest design workspace for BPO companies with millennial employees should be highly considered for it will not only provide a comfortable workspace but it can boost worker productivity and well-being.

This year 2017, the Philippines’ outsourcing companies have once again come up with the finest solution that would allow them to deal with HR processes more democratically. For years, huge organizations have been dealing with their employees’ HR following the traditional way.

Naming the app Ashima, BPO workers are given the privilege of recording their attendance, view their work schedule, request for leaves and overtime and view their pay slips with the use of mobile phones.  
For the employer's HR department, Ashima makes the process a lot faster as it handles payroll processing, management paycheck, work schedule management as well as time-keeping and others. According to the chief executive officer of Konsum Technologies, John Joseph Mercado, and “Democratization of HR and its different processes is a necessary condition for companies to attract, retain, and enable their employees as their most valuable resource.”
Trending in the Market
Mercado and his team plan to encourage more companies in Cebu and other neighboring towns and cities to adopt this versatile and useful HR application. But, it is not an easy task to do as many companies prefer to be very traditional when it comes to their HR processes.
