thinking of how annie’s childhood friends are mostly .Ā  .Ā  .Ā  gone. sofia marinus and ivan barro had perhaps been her closest friends, and ivan had the been the first to go. reaped at seventeen and tortured to death by the other careers while on television to give the capitolĀ ā€œa showā€. he’d been annie’s first everything, i would say. one year younger than sofia and annie too. i envision the three having been a unit, with the addition of one or two of sofia’s siblings at any given time. ( sofia comes from a large and somewhat wealthy family by four standards, i would say, and is the only daughter with four sons. there isn’t organized crime in four, but the closest thing to it would be the marinus family. ) ivan’s spot during the reaping became a place the two would both look at during their reapings, and after annie returned as victor, snow was convinced her mental healthy may have been a strategy adapted to keep her from her victor duties ( see why below ). annie didn’t have a family by then. her mother died when she was younger, and her father a few years ago. all she had was sofia and her family. but one day she woke up to both mags and finnick sitting downstairs in her kitchen, and they gently broke the news to her. snow knew then with certainty that she wasn’t a victor who was using a strategy. she was simply . . . a broken young woman.
to elaborate on why snow would think that annie’s mental health is a ruse : in my lore / the lowkey novel i wrote for annie during quarantine lol, there was a victor in four who was disposed of by the capitol by slow forms of rebellion, which eventually turned into him being murdered by the capitol with his body found floating beneath one of the main piers in the district a few days after a reaping. a reminder from the capitol that even their victors aren’t above the law.

to elaborate further on my last post: in catching fire, katniss says that they are not only happy to see her in four, but that they seemed to want vengeance. four is still relatively wealthy i think, but the wealth is confined to the upper class. and then trickles down rarely to the lower class. starvation is common with the fishermen, with the social class annie cresta belongs to, but the when you begin to go above that, the rest slowly improve in health and wealth as well. i also just see four as an immensely large district as well, and they want vengeance for their fallen tributes, for the victors that return as husks, and the wealth that should be theirs but is taken by the capitol.

DISTRICT FOUR IS NOT AS WEALTHY AS DISTRICT ONE AND TWO. while the other districts are known for being career districts, often favored by the capitol and showered in riches and privilege, district four does not know that. there are perhaps wealthier individuals, such as those who import fish to the capitol and those that may work in hand with the justice building, or merchants, but the majority of the district is startlingly poor, overworked, and well acquainted with grief. most in four die young; they are overworked and starved and there is no way for them to say afloat in a world that keeps on demanding and demanding, particularly when they have nothing else to give.
the poor band together in class solidarityĀ and when one has extra dinner, they will check on their neighbor. if a fisherman has a ship that has fallen to ruin, then another fisherman will allow them to fish with them. it is an unspoken promise to help one another, to ensure that they are not as divided as the capitol wants them to be. and while there are those who refuse to band with the others, they find quickly that they are ostracized and left to fend on their own. they are no longer welcome to THE TRENCH, the black market that occupies an abandoned pier, which is also quite a long trek away from the main village of district four.
the district rebels in catching fire because of triton calpernius. they rebel for annie cresta. neptune’s little girl had been taken in by them, looked out for by the eldest of fishermen who had known her father well, and they had kept her afloat in a sea of grief. had kept her living. only to receive a shell of her after her games, when they had seen nereus pleberman beheaded, another fisherman they had seen as their brother, as a fellow child of the mist and sea. they rebelled for the parents that had died too young, and the fishermen who had starved, and the tributes they had lost. the fishermen rebel because they have starved and lost and mourned, and they had grown tired of it.

annie’s tribute parade outfit is a net , with it snaking over one shoulder and leaving the other shoulder bare. the net isn’t woven too closely , and if one were to stare closely they’d see her exposed breasts , with the nipples covered only by skin colored stickers . the draping of the net on the back dips suggestively , and it would have been enough to have her cave in on herself , clearly uncomfortable , had nereus not stepped out in a net only wrapped around his midsection .
extras : her hair , which is usually long and somewhat tangled , is smoothed over and side swept , and her make up made to have her resembling some sort of nymph . her beauty had always been wild , never truly contained , and natural , but the capitol seemed to play on it enough that she’d been made the most beautiful female tribute of her games . nereus , her male counterpart , was towering , muscled , and handsome enough that the two seemed to have captured the attention of most of the capitol .

Latinx doesn't work in the language of the people you're applying that label to. You can use Latine or plain Latin as Latino/a is a translation of the word 'Latin' but ascribing the English suffix 'x' to the Spanish word 'Latin' doesn't work for people who speak Spanish. Also, Latin people are Europeans from Spain/Portugal. Since you're speaking of Indigenous people whose ancestors dealt with European colonization, forcing English language rules onto the Spanish language that was forced onto them is in bad form. I'm not trying to be mean about this. I know comments on the internet can come across as rude and I don't mean for any of this to seem that way. English speakers simply shouldn't be forcing English language rules onto Spanish speakers from Mexico or any other part of the Americas.

in this headcanon i alluded to shared behavior in district four and wanted to elaborate ! ! i also base this slightly off of alexandria , egypt ( seeing as i am also egyptian ) . one major thing about the city i am from is that the culture of the city is very much centered around the beach , and seafood is hugeĀ as well . i’ve spent enough mornings watching fishers fish or interact with one another , and have a love for the ocean that is absolutely unlike any other , which may be reflected in how annie herself views and speaks of the ocean .
anyways ! ! back to d4 and shared behavior . the way i see it , d4 is relatively poor and most residents are often found in jobs that relate to fishing , if notĀ fishing . there’s net weaving and fishing and those that sell the catches in the district market , and also those who manufacture and fix boats , and almost all interact with each other . there’s a shared greeting in four , a handshake and opening phrases that are native to the district , and it is more often that not only said between the poorer residents , which makes up a large portion of four . i also see four being predominantly PoC . maps i’ve seen of panem often place four in either california or mexico , and that would give a predominantly latine population . as a californian i would say that the majority of PoC here , or where i live at least , are latine , black , or asian , with a substantial white population as well . and i can see that very clearly represented within the district four population ; they are not just white or latine , but also black and asian .
victors in district four are often treated differently after their games , and it typically comes down to how they behaved in their games . triton calpernius , for example , did not change his morals . he killed his counterpart , yes , but only because she attacked him first , which in turn did not alter how others viewed him . after his games ( and the deaths of his family ) , the capitol had no sway on him , and he had no interactions with them . due to that and him having been a poor fisherman that many knew , the district did not turn on him . however , with finnick odair , i would say that quite a lot of the district members switched on him . they often call him the capitol’s whore under their breath . annie cresta was given a similar reception to triton calpernius . most knew her as neptune’s little girl , and she was very much a kind , social figure within the fishing scene in the district , if not a little quiet at times . those who mocked her after her games were more rich than poor . the poorer members of the district did not speak ill on her , and if anything , mourned the shell that she had become after her games .Ā 
anyone in four is often referred to as a fishermanĀ . it is how they view one another , more a compliment than anything else , and it is why annie repeats a victor is not a fishermanĀ when she first meets finnick . she is wary and terrified of both him and the games , and she thinks his kindness is meant to disarm her . all characters are flawed , and even the kindest of them all make mistakes , hence annie passing judgement on finnick when she first meets him . he does not greet her as one would greet the other in district 4 , not until she is leaving for her games , and that is ultimately what leaves her recognizing that she’d made a mistake in passing judgement , and that he had also been a friendĀ .
anyways , this got long , but this was me rambling on district four customs , how they view their victors , their PoC population , and how the solidarity between poorer members of the district . while this is also an rp blog , i want to tag my headcanon in the tag to see y’alls thoughts !Ā

when they first meet, annie cresta does not like finnick odair. he is too polished, his smile too radiant, his words too fitting. she does not view him as the district views each other. he is not a fisherman, not one of those who spent long days toiling beneath the sun, with sweat beading on their foreheads and callouses forming on their hands. no, district four had turned their back on finnick odair. a victor was dangerous. a victor was ruthless. a victor was not a fisherman.Ā and that was annie cresta repeated to herself when he inquired on skillsets, or if she was above average intelligence, or if she was even capable of running faster than the average. a victor was not a fisherman.
when she receives a seven as her score, finnick gives her a smile that is disarming, blinding in its beauty. annie forces herself to turn away, as if she hadn’t seen it, but her heart is racing and all she can think of is the dimple that had appeared at the corner of his mouth. her heart is traitorous and she knowsĀ that she ought to know better, but all she can think of is how she hasn’t seen that dimple before. she’d received a smile today, and one that was real, unguarded, _VULNERABLE. _but he is still a victor, and the thought is jarring and enough to rouse her from thoughts that that would have distracted her days ago. a victor was dangerous. a victor was ruthless. A VICTOR WAS NOT A FISHERMAN.
her token is a bracelet with jagged shell fragments. her thumb traces over the particularly rough edges, and the pain is enough to keep the edge off, to prevent her from emptying her breakfast onto the immaculate floors. finnick stands before her, and his demeanor is changed. he is no longer the victor she had met on a train cart a week ago. instead, he is a fisherman. he greets her with the greetings of four, but he does not tell her goodbye. i will see you after the games, he says, because he knows there is no way he will allow her to die. she does not embrace him, but she is overcome by shame, and regret, and the vague feeling of disappointment that is directed only at herself. she had never misjudged anyone, nor did she possess even an ounce of the arrogance that’s required to leap to a conclusion such as that, but . . . she had. and she had been so very wrong. her eyes lock with his when she feels herself being taken to the hovercraft, and one lone tear escapes. just one. a victor was a fisherman.

today’s thoughts : i’m actually really curious about past arenas . the qq arena for the second quell was a beautiful , picturesque meadow , and the second was a tropical clock , and then there were arenas that were frozen wastelands , and then deserts , and one in a ruined city ( it was in the film but idk if that was canon ? ? ) , but i was thinking of other ideas too . what about an arena where it’s night time only ? ? or one where there’s a volcano (there’s a few in NA but i don’t know if they’re active ) ? ? i’m curious about other arenas.Ā 
i also just read capitol residents would visit arenas after games and even partake in reenactments and it’s so disgusting , but looking at modern day society , it makes that idea much more realistic . suzanne collins said we’re the capitol , and she’s very much . . . correct .
