What’s crazy to me is that Zepheniah’s eyelids are pulled open as he’s placed in front of screens showing the various maps. So when he’s forced to see the futility of his sons fighting, he’s forced to watch the mercs fight.

This implies that Spectator Mode isn’t just the Administrator’s perspective, it might be Zepheniah’s. Considering how agonizing it is waiting to be revived (Emesis Blue also got meta with that), basically what we’ve felt is just a microcosm of what the Administrator put Zepheniah through.
