Yes, you can access your router setting and its functionalities without internet connectivity. But there is one condition for that, you just have to connect your device with your Netgear router directly.

Connect one end of Ethernet cable with Netgear router.

Now, Open the web browser on your device and enter the IP address in the address bar

Enter the router login details if you don’t know the details then check the backside of your router and enter the default username and password.
