Hi, it's me again, unfortunately we have few scenes of Fredo and Sonny together, but I think it's noticeable that Fredo had a sort of veneration and also a bit of fear towards Sonny. On the other hand I think that Sonny despite his impulsiveness would never have left anyone in the family behind.
Fredo didn't seem like he feared Sonny to me. Respected, absolutely, but feared?
Lookit how he smacks Sonny's hand. That doesn't seem fearful. Sonny even shields away from Fredo here, rather than vice versa. I know Sonny gets aggressive after Michael talks about joining the army, but even then, Fredo speaks up to congratulate Michael before Sonny yanks his hand away.
In the book it's even said that Fredo was the toughest, he just didn't have force. Also, the reason Fredo wasn't shot with Vito was because Sollozzo figured that'd send Sonny too far over the edge so he specifically told the shooters to avoid him. Sonny, when talking about sending Fredo to Vegas, said "I want him to rest." He cares about him :((

I think that Fredo was not up to the level of his father and his brothers, that's clear, he lacked a whole series of qualities that are necessary to be a leader. However, I think that especially in the second film, Fredo's character is much more complex and identifying him only as the stupid brother has always seemed banal or superficial to me. We see it clearly from the "betrayal", he is aware of having been passed over by Michael and is furious and understandably jealous for this. Michael understands this during their discussion in the boathouse. Fredo's "betrayal" therefore did not occur only because of his "stupidity" and "naivety" but also or solely from his resentment towards Michael and his desire to have more personal power. It is clear that Fredo did not feel satisfied and gratified by the power he had within the organization, because even though he was officially underboss he was kept quite apart and in the dark about the big issues. Obviously we don't know if Fredo was actually aware of the attack, this remains unsaid in the film. I think he used the information he had to try to get something for himself even at the expense of the family, we see this from the fact that after the attack he is scared and from the fact that he denies his knowledge of Ola, a sign that he was aware in some way of having rowed against the family even if we don't know to what extent. In my opinion, from this reasoning we understand Michael's decision to kill Fredo. At that point Michael no longer saw Fredo only as "the stupid brother" but also as a danger to be eliminated. This makes us understand that despite his "shortcomings" Fredo was still a mafioso who knew the culture and the mafia code. For example, I don't think Fredo would have ever dreamed of betraying Sonny, also because I think Sonny would have found a way to include him more in the organization.
Oh yeah Fredo was definitely not fit to lead by himself in any regard. (I've been working on a don fredo au and even in that universe he doesn't work alone, he works alongside Tom and Clemenza because he doesn't have the proper ruthlessness to run everything by himself.)
I don't think he ever meant for things to get as extreme as they did regarding the Roth/Ola situation, considering he immediately ceased contact after they attempted to kill Michael and he claimed they'd lied to him. To what capacity they canonically lied to him, it isn't clear, but regardless I don't think he would've ever expected the lengths they went to.
I don't think Michael's decision to kill him was justified because Michael was isolating himself from Fredo before any betrayal had even occured, and it's Michael's fault that Fredo was left vulnerable to outsiders. Fredo's main "weakness" was that he couldn't be intimidating, not even to his wife. He's not a threat, that's the problem. The "what if he did it again" thought doesn't occur to me after Fredo seemed genuinely remorseful for his actions. (I've seen people say he just seemed entitled and dangerous in the boat scene and that's what solidified Michael's decision to kill him, but that doesn't make sense to me. Fredo had pent up emotions about how Michael stepped over him and it finally just popped out after Michael poked at it.)
Regarding Michael, I don't think he understood or even considered Fredo's feelings about being stepped over. In the boat scene, Fredo explains the Ola situation and Michael's response is "And you believed that?" and when Fredo says there was something in it for him on his own, Michael's response is "I've always taken care of you, Fredo" and that's when Fredo gets upset. Especially after Michael says "That's the way pop wanted it" as if that means Fredo couldn't feel anything about how things played out. It wasn't even just Fredo who was stepped over either, it was everyone. Michael went from civilian straight to The Don and that surely pissed off more people than just Fredo, but he never tried to make that transition any easier for anyone.
Also Fredo absoLUTELY would've never betrayed Sonny because, like you said, Sonny wouldn't have isolated him the way Michael did. Sonny gave Fredo important solo jobs like running the Vegas operations. Michael had Fredo pick people up from the airport. Sonny might've been an aggressive don but at least he actually cared about the family proper. Michael self isolated so bad his wife tried to leave and he smacked the shit out of her for it. Every day I wish Santino were still alive 🥀
