DSEU Reservation System for Scheduled Caste (SC)
For each program/program of each campus for new admission, 15% of the total sanctioned intake from each area inside and outside of Delhi is allocated for applicants from Scheduled Castes.

DSEU Reservation System for Scheduled Tribe (ST)
In every program/program of every campus for new admission, 7.5% of the total sanctioned intake from each area inside and outside of Delhi is allocated for students from Scheduled Tribes as per the DSEU Reservation System.
Note:
During counseling, the applicant must present the caste or category certificate in their name if he or she wants admission under one of the restricted categories. The organisation won’t accept a certificate issued in the name of mother, father, or any other relative of the applicant’s. The certificate won’t even be eligible for provisional admission as per DSEU Reservation System.
DSEU Reservation System for Other Backward Class: Non-Creamy Layer (OBC-NCL)
Candidates from Other Backward Classes—Non-Creamy Layer (OBC-NCL) are eligible for 27% of the available seats. For new admission to each program at each DSEU campus, OBC applicants from the NON-CREAMY LAYER are allotted 27% of the total sanctioned intake from each area, both inside and outside of Delhi.
Note:
The category certificate of candidate’s DSEU Reservation System for seats under the Delhi category must come from the Delhi jurisdiction’s competent body, and the caste mentioned in the certificate must match the OBC list for Delhi (Annexure XII).
To prove their eligibility for quota under the relevant DSEU Reservation System, candidates requesting certificates against seats allotted for candidates from outside Delhi must provide the certificate from the relevant authorities.
To be eligible for a quota under the OBC-NCL category, an applicant must present an OBC certificate from a competent body that states unequivocally that he or she is a member of the non-creamy layer. A statement of preceding year family income from all sources should be included in the certificate. The appropriate body indicated in 7.8 (d) grants the OBC (Non-Creamy Layer) certificate. It is expected to be valid as of August 1, 2023.
The OBC-NCL certificate must be accompanied by a valid family income certificate if is not valid as of August 1, 2023. The family income certificate must be issued by the appropriate body specified in 7.8(d) and valid as of August 1, 2023.
During counseling, the applicant, as per the DSEU Reservation System, must present the caste or category certificate in their name if he or she wants admission under one of the restricted categories. The organisation won’t accept a certificate issued in the name of mother, father, or any other relative of the applicant’s. The certificate won’t even be eligible for provisional admission.
The OBC NCL Certificate must be provided by the Competent Authority in Delhi if the candidate is OBC and completed the qualifying test from the Delhi Region. The caste mentioned in the certificate must match the list of castes as per the DELHI OBC list (Annexure XII).
Any discrepancy of any kind, including a misspelling of the caste name on the OBC NCL certificate compared to the Delhi OBC list (Annexure XII), would not be accepted by DSEU Delhi as an equal caste.
DSEU Reservation System for Economically Weaker Section (EWS)
Ten percent of the approved intake under the MHRD/AICTE EWS Scheme is available to applicants whose family income does not exceed Rs. 8 lakh annually and whose assets are listed on the Family Income and Asset Certificate as per the DSEU Reservation System. The applicant must have a valid Family Income & Asset certificate that was issued on August 1, 2023; by the appropriate authorities (see Annexure I).
DSEU Reservation System for Defence Personnel (DP)
Regarding the DSEU Reservation System for wards of paramilitary force/police personnel and the directive to adhere to the same reservation policy as stated in the year 2018–19 in the upcoming sessions for admission to the wards of paramilitary force/police personnel, see letter no. DHE6(32)/Court Case/2012-13/2067-2077 dated 08.05.2019. Regarding dependents of members of the armed forces, the DSEU Reservation System preference policy will follow the guidelines in the letter F. No. 6(1)2017/D (Res.II) from the Ministry of Defence, Government of India, Department of Ex-Servicemen Welfare, dated May 21, 2018, which was distributed through this Directorate of Higher Education letter No. F.No. DHE6(32)/Court Case/2012-13/3333-39, dated July 6, 2018.
Priority I: widows, Wards of Defense employees, and paramilitary members who died in combat. Certificate Requirement: Original Proof.
Priority II: Ex-servicemen/paramilitary personnel and Wards of Defense members who were disabled in action and released from duty due to a disability related to their military service. Required Certificate: Original disability certificate that was filled out and expressly states that the disability is related to military service in action.
Priority III: Widows, Wards of Defense employees, and Paramilitary people who passed away during peacetime and whose demise was related to their military duty. Certificate Requirement: Original Proof.
Priority IV: Military personnel who are disabled while serving or who have been boarded out of duty due to a disability related to their military service. Essential Document: original disability certificate, which was blacked out and expressly stated that the condition was caused by military service.
Priority V: Survivors of active duty members of the armed forces and ex-servicemen, paramilitary, and police officers who have received gallantry awards. Certificate Requirement: Original Proof.

Police Medal for Gallantry
According to Government of India, Ministry of Defence, Kendriya Sainik Board, West Block 4, Wing-7, R K Puram, New Delhi 110066, letter no. 371/Adm/Medical Seats/Vol.I dated 02.07.2020, the precedence of gallantry awards as per Priority V.
Priority VI: Wards of Ex-Servicemen are Priority VI. Original discharge book or ex-serviceman identity card backed by a pension payment order (PPO) is a required certificate.
Priority VII: Wives of:
Members of the armed forces who were declared incapacitated in action and released from duty. Required Certificate: Original disability certificate that was filled out and expressly states that the disability is related to military service in action.
Military members who were handicapped while serving in the armed forces and were boarded out due to their disability. Required Certificate: Original disability certificate that was filled out and expressly states that the disability is related to military service.
Veterans and active duty soldiers who have been awarded gallantry awards. Certificate Requirement: Original Proof. Priority V only lists the Gallantry Awards that are eligible for consideration.
Priority VIII: Wards of Serving Personnel. Original Service Identity Card, Dependent Card, or Certificate issued by the Competent Authority are required.
Priority IX: Wives of serving personnel. Original Service Identity Card, Dependent Card, or Certificate issued by the Competent Authority is required.
When a candidate is being counseled for admission, they must present their entitlement card, issued in original form by the Record Officer of the relevant unit or, in the case of military personnel, their regiment, as proof of their claim to a reserved seat in the defense category as per the DSEU Reservation System.
The candidate must also present the appropriate format as per Annexure II, properly filled in original and signed by the appropriate authority, which will become a part of the admission file, in addition to the original entitlement card or document as mentioned above.
Admissions will be conducted in accordance with the University’s as per the for defense category policy under DSEU Reservation System as it was in force at the time the counseling detailed timetable was announced.
Note:
Sena/ NauSena/ VayuSena Medal: This Medal is awarded for Gallantry as well as for distinguished service. Accordingly, it is notified in correspondence as under: –
Sena Medal (G)/ NauSena Medal (G)/ VayuSena Medal (G) for the medal awarded for Gallantry.
Sena Medal (D)/ NauSena Medal (D)/ VayuSena Medal (D) for the Distinguished Service Medal that was given. However, the Sena Medal for Distinguished Services will not be taken into consideration for the purposes of DSEU Reservation System; only notice stating that the Sena Medal has been bestowed for gallantry will be acknowledged.
Required Certificates: Documentary Proof: To be considered for admission under the Defence Personnel Quota, candidates must present original identification documents, dependent identification documents, discharge books, or other supporting documentation to support their claims. Their candidacies must also be certified by one of the following authorities on the official form found in Annexure-II. (The document must be issued specifically for the admissions to the DSEU Programs as per DSEU Reservation System) –
Secretary, Kendriya Sainik Board, Delhi
Secretary, Rajya / Zila Sainik Board
Officer-in-Charge, Record Office of concerned service for serving personnel
DSEU Reservation System for Persons with Disabilities (PWD)
For applicants who fall under the disable person subcategory (PWD ACT), 5% of the available seats in each category are set aside. This is in compliance with the guidelines of “The Rights of Persons with Disabilities Act 2016. According to The Rights of Persons with Disabilities Act 2016, a reservation on seats in Delhi and outside of Delhi can be claimed by all candidates providing a PwD certificate from any government hospital in Delhi or outside of Delhi. This is based on the location of their qualifying exam. (See Annexure III, Forms I and II.)
The candidate must present the following genuine certifications during document verification for PwD candidates to be admitted to a seat designated for the persons with disabilities (PWD) sub-category under DSEU Reservation System:
A physical disability certificate issued by the Competent Authority in accordance with the provisions of the Persons with Disabilities Act 2016 in the format stipulated by the Act.
The candidate with benchmark disability must present a medical certificate from a government hospital that has been officially certified by the chief medical officer of the relevant government hospital and duly announced by the governments of the NCT of Delhi and other states.
To be considered for admission under the Person with Disabilities (PWD) quota, all candidates must present a certificate certifying their suitability for the program they are applying for from the Vocational Rehabilitation Centre (VRC) for Handicapped, located at 9-11 Vikas Marg, Karkardooma, Delhi-92, or the Institute of Human Behavior and Allied Sciences (IHBAS), located at Tahirpur Road, Dilshad Garden, Delhi-110095, if they have dyslexia. In this regard, no other certificate would be accepted. Admission will be canceled if the certificate is not submitted or if it is submitted on the basis of an incorrect option filled out that differs from what is specified in their PWD certificate.
DSEU Reservation System for Kashmiri Migrants (KM) (Supernumerary)
According to MHRD letter no. F.No.3-4/2017-NER dated 15.10.2019, along with the overall intake at each campus/institute; there is one seat available for Kashmiri Pandit / Kashmiri Hindu Families (Non-Migrant) residing in the Kashmir Valley. The program-specific merit preparation guidelines created determines the merit list for admission.
Preference in KM category:
A candidate who is a Kashmiri immigrant and who resides in the National Capital Territory of Delhi and whose parents are registered as Kashmiri immigrants in Delhi up until June 11, 2001, will be given priority. Qualifying the necessary qualifying examination from a school, college, or other institution located within the NCT of Delhi is a must for the candidate.
Kashmiri migrants registered in Delhi after 11.6.2001 shall receive second preference.
Kashmiri Pandit/Hindu families (non-migrant) residing in the Kashmir Valley are the third preference.
Kashmiri migrants residing outside of Delhi make up the fourth preference.
Note:
When filling out the online registration/application form, candidates must submit (and sometimes even provide) a certificate from the relevant authority to be considered for admission under the Kashmiri migrant quota. According to Annexure IV, a certificate of this kind must be granted by the relevant Deputy Commissioner of Delhi or the Competent Authority outside of Delhi.
Candidates must submit their photo identity card or ration card (or it may be necessary to produce it) when completing the online registration/application form.
Candidates residing in the Kashmir Valley who are Kashmiri Pandits or Kashmiri Hindu Families (Non-Migrants) must have a Domicile Certificate, which they must upload (or maybe print out) when completing the online registration or application form.
Certificates required for claiming the Category DSEU Reservation System
At the time of admission or counseling, the candidate must present an official certificate from the authorized district authority identifying the Scheduled Caste, Scheduled Tribe, or OBC to which they belong to be admitted to a seat designated for these groups.
For each program on each campus, reservations pertaining to SC/ST/OBC/DP/PWD, etc., will apply separately for students studying in Delhi and those studying outside of Delhi.
The Delhi jurisdiction’s competent authority shall issue the reservation category certificate to an applicant requesting a seat under the Delhi category. Applicants must provide a certificate from the appropriate authorities proving their eligibility for DSEU Reservation System under the relevant quota category to claim a seat against seats allotted for applicants outside of Delhi. (Applicable to SC, ST, and OBC categories only). The certificate given by the Competent Authority from any location in India may be taken into consideration in the case of the DP & EWS category
A list of approved authorities (For SC/ST/OBC/EWS Category) is given below:
Sub-Divisional Magistrate/Taluka Magistrate/ Executive Magistrate/ Assistant Commissioner; District Magistrate/Additional District Magistrate; Deputy Commissioner; Collector; Additional Deputy Commissioner; Deputy Collector; First Class Stipendiary Magistrate; City Magistrate (not below the rank of First Class Stipendiary Magistrate).
The Chief Presidency Magistrate, Additional Chief Presidency Magistrate, and Presidency Magistrate are the three positions.
A revenue officer holding at least the Tehsildar rank.
Development Officer/Administrator’s Secretary (Lakshadweep & Minicoy Island).
At the time of counseling, the applicant wishing to be admitted less than one of the restricted categories must provide the caste or category certificate in their name. A certificate issued in the name of the applicant’s mother, father, or any other relative is unacceptable, and they will not be eligible for even provisional admission.
Candidates who submit a certificate to that effect from the Competent Authority of the Government of the National Capital Territory of Delhi to claim OBC-NCL reservation under the Delhi area shall be accepted under this category. Under no circumstances will the certificate issued by the Indian government or any state government be acknowledged. If and only if the caste is on the list of declared OBC list by the Govt. of NCT of Delhi, a certificate given by a competent body of Delhi to an individual based on the Caste Certificate of his/her parents from another state would be acceptable for claiming a seat under the OBC-NCL Category.
Any discrepancy of any kind, including a misspelling of the caste name on the OBC/SC caste certificate compared to the OBC/SC Delhi list (found on the DSEU website), would not be regarded by DSEU Delhi as an equal caste.
Only the Delhi OBC/SC list would be taken into consideration for DSEU Reservation System under the OBC-NCL/SC category in Delhi State.
Candidates who pass the qualifying test from Delhi-based institutions and who hold a certificate of OBC, SC, or ST from outside Delhi will be regarded as Delhi General Candidates.
The OBC category’s DSEU Reservation System advantage has not been extended to the creamy layer of individuals.
As per the DSEU Reservation System, an applicant must have an OBC-NCL certificate from a competent body attesting to the fact that he or she is a member of the non-creamy layer to be eligible for a quota under the OBC category. An all-source Statement of Family Income for the preceding year ought to be included in the certificate as well. On August 1, 2023, the OBC (Non-Creamy Layer) certificate is supposed to become void.
If the OBC-NCL certificate is not valid as of August 1, 2023, it must be accompanied by a valid family income certificate from the appropriate body listed in 7.8(a) that is valid as of August 1, 2023.
Any certificate granted indicating suitability for the position, including central certificates, will not be accepted for admission as per DSEU Reservation System.
