The sash is likely either a right hand man type advisor figure, or medic symbolism (ghost of you reference mayhaps?)

I've looked all over the place for the belt by looking for the colour specifics and the circle buckle in the middle, but can't really pinpoint what the origin is. Could be fictional/DRAAG specific.
