Verbal, rhetorically, means words (either written, drawn, or spoken). I’ve had mute characters have their verbal components be little cards with the spell incantations on them. They would draw the card and touch/activate it with one hand and do material or somatic with the other.

Tips for a mute paladin trying to deal with all these spells requiring verbal components?
