It likely can, but what is gained from adding extra stress when he is irrational due to his current state. His city is collapsing, the blocker was within his chamber, and able to touch the refraction cell. It also did not explode, just fell apart.
He is in a dire state, and this may be near the end for him, no good will come from isolating him at the end and not getting to say a proper goodbye.
Please, if you are able, help him, if he succeeds, that is the time to chastise him for being... well... an idiot.
But just in case, try to put your differences aside and help the dying man.
LSoL: ... He can rot in that state of limbo for all I care.

okay, this is
quite unstable
but it might be able to hold you over for now, if you're able to harness it
good luck, prism.

"TC: I hate having to pick just one... I choose the story this time."
FR,oSH: very well let me look through my library for one you might appreciate...
This one, it's about a slugcat from the mainland.
Having been shunned from their home colony they made their way out into the world. Facing a world that sought to kill them at every turn, their journey was one of great danger, but their childhood spent hunting would prepare them for what came ahead. The path they took led underground to a long tunnel filled with metal boxes. The tunnel was crawling with lizards and scavengers. The lizards bit at them, and the scavengers pelted them with rocks, so the young slugcat did what it knew best. It killed, and then it ate. And then it slept and dreamed of a life it would never know again.
In the morning it departed looking for a way out of the tunnels it was in. It didn't take long to find sunlight, but that hope quickly faded as they realized how far underground they were. The opening to the sky they had found, was at the bottom of a massive ravine, much too tall for the slugcat to climb. And so they went back underground to find another way out. Their journey took them past more lizards, as well as some centipedes. The agile slugcat met the lizard's aggression with their own. Climbing up a pole when the lizard reached them they jumped to the side, impaling the lizard as they fell. They ate the flesh then still hungry searched for more.
The slugcat wasn't the only creature looking for food, for that is when the slugcat first heard it. *tink* In the dark metal against metal *tink* *tink* *tink* growing louder, closer. *tink* *tink* *tink* *tink* *tink* That is when they saw them. Towering birds, with blades for feet and jaws. Their glowing yellow eyes pierced the darkness as the three of them sprinted towards the slugcat, their jaws snapping wildly. The slugcat threw their spear, their aim was true, and one of the birds collapsed at the slugcats feet. The other two were right on top of them, the slugcat barely made it under one of the metal boxes in time. The birds bit at them for a few seconds before leaving to find easier prey. After they passed the slugcat exited their temporary shelter, eating of the slain bird before continuing their journey. They hadn't made it 30 steps before they heard the birds again, but this time they were caught out in the open. The birds were coming from behind, so they ran through the tunnel as fast as they could. Up ahead they saw an exit, and a bird in front of it. They readied a spear and killed the bird, but the horde behind grew far too close for comfort. The slugcat sprinted to the exit reaching it as the birds closed in, one of them taking the tip of their ear as a parting gift.
Now further underground they made their way through a series of natural caverns, then into a maze of pipes. The tubes of metal would prove to be their next great hurdle. Illuminated sparsely by dull red lights, and patrolled by blind lizards. The slugcat crawled through the pipes, listening to the constant movement of the lizards. Trying desperately to not make noise, and hoping not to crawl blind into a lizard, the slugcat spent what felt like several cycles sneaking through the pipes. Eventually they saw another light, this one different from the rest, brighter, more yellow. They went towards it hoping it to be sunlight, instead they came across a scavenger with a lantern on its hip. The slugcat watched the scavenger carefully, trying to determine the best course of action. The scavenger upon seeing the slugcat raised their spear. The slugcat not wanting to deal with the lizards a fight would bring, bent down to drop their weapon. That's when they heard a spear impact metal, just above them right where their head had been. The scavenger pulled a second spear off their back, and so the slugcat stunned the scavenger with a rock from the ground before finishing the fight with the spear in the wall. The slugcat knowing what was coming grabbed the lantern from the scav then ran as several lizards descended upon the scavengers corpse, their fighting over acting as a distraction allowing the slugcat to escape.
The pipes eventually led to an underground lake, with a crumbling bridge running across it. The slugcat began to cross the lake, jumping from one bridge segment to the other they eventually reached a jump that seemed impossible. As they searched for another way they heard movement behind them. They turned to see the jaws of a salamander inches from their face. They threw a spear that hit the salamander in its chin, only stunning them. The slugcat tried to gain distance but the piece of bridge they stood on was only so long, and the salamander quickly recovered. It lunged at the slugcat, and both tumbled into the water below. It was then that the slugcat watched in both horror and awe as the salamander was eaten in a single bite by a pair of metal jaws, jaws belonging to a massive white worm. The worm began to swim towards the slugcat, who in turn swam towards the shore. Upon climbing out of the water, the slugcat stopped to catch their breath and watch the worm disappear in the water below.
The slugcat found their way back into the tunnel, full of metal boxes. A red vine hanging from the ceiling grabbed them as they went past, a spear set then free. More vines, and several centipedes threatened to halt their progress. But the slugcat would not be detoured, not after what they had been through. Not even the scavengers set on avenging their fallen brethren posed a threat. One fell quickly, and a bomb on his side cleared the way for the slugcat to make their way towards freedom.
Ahead they found more pipes, these flooded and infested with salamanders. They used a plant they found to get through the water, breaking open the seeds to get at the precious air stored inside. They then lured a fish with a blue fruit. Holding tight to its slimy skin they used the fish to quickly swim past the salamanders, only letting go when they saw a ladder. They climbed the ladder finally seeing the surface again after what felt like a lifetime. Surrounding them on all sides was water, a vast sea as far as the slugcat could see. Turning around off in the distance they saw a towering mass of metal, and so they swam towards it. A vulture spotted them in the water forcing the slugcat to escape back into the pipe network. They cursed their misfortune, now having to contend with the leaches that infested this tunnel, or fight a vulture in the water without a spear. They chose the leaches, and the leaches were the correct choice for while this path was both dangerous and tedious when next they surfaced it would be right beside the metal spire they had seen before. A vast wall stood before them, over a hundred of the slugcat tall, it's surface bare except for a single gate. Above the wall the tops of buildings peered down at the slugcat, taller still was a was a cube on stilts. It went so high it's top was hidden by the clouds. The slugcat saw signs of rain on the horizon and so they entered the gate, steeling themselves for whatever they would face inside.
I'm afraid I'm going to have to stop here for now, I have business to attend to. But I'll continue this story if you wish when next we meet.
(OOC) FR,oSH = Fond Rememberance, of Stunted Hope. Sorry for cutting it off here but I got a bit carried away on scale and I need to take a break somewhere.
TC: Woah, that's an intersting story! I like their adventure so far! I would like to hear more, yes.

Strings, you know how those fearful of dying get when they're... on the edge. Prism is currently in a position of either permanent purgatory from running out of power, or his city collapsing, or managing to escape that fate. Which would you choose?
He was also built to deal with DNA, it makes sense he takes interesting samples that may help him escape his death.
Do not be so harsh, he is a dying man who is scared of the end, that can make people irrational.
LSoL: ... I just... have a REALLY bad feeling. I feel like this can end up... worse.
