Okay, so I'm actually going to treat the "Disco Elysium but it's a young witch in the alps" tweet as if a friend was saying this to me over a casual chat about video games

I don't know if a game could do that, Rosa. By narrative system, I'm assuming you mean the stat system where the main character's skills talk to them and give them feedback on the world, each expressed through colorful dialogue that reflects the player character's internal machinations. But that system isn't just mechanics — it's a part of the diegetic storytelling of the game itself. You can't make multiple personalities talking to the player character as compelling as Disco Elysium if, say, it wasn't a reflection of the player character's mental illness(es), their background as a divorced detective trained in police brutality and intimidation, and their deep and conflicting bonds with a war-torn, racist, colonized country.

If the PC wasn't immersed in any of those and you replaced him with a well-adjusted witch with no historical or social background living in a generic pastoral setting, the stat system feedback wouldn't be any different from a regular, albeit maybe a bit quirky, video game narrator.

You'd have to make the witch and that village in the alps all sorts of complex and tangled up for the "narrative system" to manifest similarly to Disco Elysium. And judging from the image you showed me, that girl doesn't look like she has even one personality rattling in her head.
