美 (mei3) is beauty, or also America (美国 is the full word for America, and 国 just means country) (it's a pronunciation thing). 安 (an1) is safety, peace, etc. Combined, that's not really a phrase that means anything. As others have said, it might be a failed attempt at 美女 (mei3nü3) meaning "beautiful woman", or "beauty and peace" with bad grammar. hard to say for sure.

I just saw a woman with a Chinese symbol tattoo that was so bad that 1. I as a white person who speaks no Chinese was able to recognize that it was both “an attempt at Chinese” and “bad”, and 2. After frantically sketching it and doing probably way too much research I think I actually know what it was supposed to be, if it wasn’t done in what I can only equate to the calligraphy equivalent of cartoonish bubble letters drawn by a small child
