After reading this, personally old school stalking still has its perks, one of the best things is that you might get a strand of hair or anything physical from the person you targeted, the bad part just like the article mentions is that there is no room for error, so I suggest to each individual to do what they can in their power; if you know the person relatively maybe you might get near enough to get something, if it is an almost complete stranger you might need outside help. The reason why a personal investigator might be an issue is because 1° you are paying someone constantly and may not getting any interesting information 2° in case you do get caught in a possible police investigation, even if you manage to destroy your phone there might be proof that you involved a third party into your stalking which might lead to extra suspicion if not a confirmation of allegedly stalking someone, maybe trough payment methods
