Mao copied Soviet programs without paying attention to whether or not they would work for the PRC's current condition. Nikita Khrushchev himself criticized Mao's radical plans to boost Chinese heavy industry. The Great Leap Forward (GLF) completely ignored the needs of the peasants and the fact that many of the peasants' revolutionary attitudes had worn off. The GLF also failed because many officials were afraid to report the dire conditions in many provinces because none dared to challenge Mao's plans. Therefore, the GLF failed mostly because Mao mismanaged the country's resources and underestimated its capabilities.
