new rule: regarding hiatuses

we've got a lot of characters now, so i figured since multiple people would pine for one character's slot, we'd have to make a hiatus rule -- after all, it wouldn't be fair if someone abused the hiatus system to keep a character they didn't want others having for long periods of time. unless a time is specified otherwise, hiatuses will be intact for one month before we will drop you if we don't hear back from you. the amount of time is still up for debate but i decided to establish this now in case something happens in the meantime. 

tl;dr, one month is the new preset limit on hiatuses unless given an estimate of when you'll be back.
