hemera comes from the same tradition of terminally-online and nihilistically irony-poisoned lowbloods as braxas, but having cut her teeth as a Girl on the internet she's very much aware of how she can take advantage of what assets she has to get what she wants out of people - like her immense psionic power, for instance. it's not that the role of ditzy blondeblood is an "act" for her, but it's not like she just fell into being a royal starship pilot and live-in moirail by complete accident, either. for the most part hemera does shit because she wants to do it. she isn't necessarily manipulative or duplicitous but she's definitely mastered the necessary art of keeping shit to herself when it isn't relevant to other people
