No, to my knowledge, playwrights never explained it or at least I've never heard or read that they did. I once read that the possible reason why they switched the names for US consumption was because Lucy was a more accessible and pleasant sounding name to American audiences of 1920s, while name Mina (short of Wilhelmina) was not and even sounded "too German", which may reflect echos of strong anti-German sentiments in US post-WWI. I don't know how credible this theory is, though.
There are a number of Dracula adaptations that switch Lucy and Mina around, making Lucy Jonathan's fiancée and Mina engaged to whichever of Lucy's suitors the adaptation decided to include.
1958's Horror of Dracula does this, as does the 1979 Dracula film and the stage play by William McNulty.
Does anyone know where this trend started and why?

It started with 1927 stage play by John L. Balderston and Hamilton Deane. It switched Mina and Lucy and made Lucy into Harker's fiancee, while Mina was turned into Mina Weston, she's the first victim who dies and becomes vampire in the play. But off-stage. She never appears in person in the play. This play also is the one which made Jack Seward into Lucy's father instead of young man and her suitor. The play had a huge influence on Dracula adaptations in general. Play was big success on Broadway and toured US several times. Many Dracula films borrowed a lot from it. 1931 film was based a lot on the play but it returned the right naming of female characters. 1979 film was also based a lot on the play, but it kept wrong names because director John Badham didn't like name Mina for main female character and liked name Lucy more.
