Filters are already existing and being used, while the directive want them to be more strict (pre filtering instead of post filtering), it can also help against false claiming (people have been pretenting to be some brands/companies to falsely claim videos and other content to get the money, and for now the only thing that people could do against that was to prove themselves that it was false, not the one claiming it).
Geoblocking is also already a thing. The issue is that today big corporations can basically do what they want, and a lot of youtubers have been suffering from that (demonetization, being censored, the adpocalypse, etc).
The directive is to help regulating them, making them responsible for the content they’re hosting. Now remember a directive is not a law, it’s gonna depend on how which country will apply this. What is not normal is all the people taking word for word the email that youtube send to like, every youtuber before even knowing about the article, where the information is heavily misleading and done to alarm people and to make them react quickly, without thinking. While the copyright assocations are lobbies, youtube/google, facebook, are lobbies today, and benefit a lot from user data and creators.
