This may have been true in the past but not so much now. Underdeveloped or developing countries are partly the way they are because of past colonization yes, but also a series of corrupt governments, weak macroeconomic fundamentals and political instability. Even in developing countries you have levels. The lowest rung belongs to countries that are filled to the brim with corruption, crises etc. The top rungs belong to emerging economies that are better off with more stable governments and stronger fundamental macroeconomic indicators.
