i had a thought about papers please

so there's the labour lottery, like the inspector was chosen for his job through this lottery so he's not doing it out of free will. it is also implied that there are more people participating in the labour lottery maybe it's a national thing in arstotzka.

i think the guards at the checkpoint were also selected through the lottery. my reason for believing this is that they seem inexperienced (you as the inspector have to shoot the terrorists every time because these guards cannot shoot for their lives) so maybe they were selected and they were just given basic training, also because the newspaper on one day mentions there's a shortage of workers and ministries are fighting over workers (which could mean trained soldiers are in shortage), and the six year war may have caused a loss in the fighting population which is why they seemed to have hired inexperienced guards.

however it seems like not everyone is participating in the labour lottery. for example messof anegovych seems to have not been part of the labour lottery because he has his own company (meskor engineering), so it is possible that the lottery is not a mandatory thing and private businesses do exist in arstotzka despite the many implications that arstotzka is based off a communist eastern bloc country.
