for gojo, he believes love creates the most violent curses.
i think the "laws" gojo set up for himself were to ensure he never got close to "weaklings" - he seemed to be a pretty lonely child, considering toji viewed him as a rival when gojo was a toddler.
i think what makes your quote a specific flavor of gojohime is the fact that utahime notices.
she is timelessly gentle with gojo, regardless of his nature (gojo admits himself he has a shitty personality). in fact, i think the only times i've seen gojo get serious in the series is with geto and utahime. which is pretty crazy, considering gojo and utahime didn't have a falling out - they've managed to stick together all these years, even in different cities.
also, i think its funny that by gojo confessing he knows in his heart that utahime is not the traitor (and also baiting her by calling her weak) shows he values her above everyone as his confidant.
gojo's "laws" may be a secret, but they are extremely obvious to an outside viewer.
