                At first, Joffrey thought he ought to laugh. Of course,                 he often laughed when he shouldn’t have,   or just to                 prove his complete lack of empathy —-  but this was                 entirely awkward. If he didn’t laugh,  that meant he’d                take  it  seriously,  which  was the entire opposite of                what he needed.

                Besides, Lana had to  be  joking,  figuratively  taking                 the piss ( for lack of a better phrase ). For, if not,  he                felt as though he might have gone mad with just the                thought   of  it.   So   with   that,  he  concluded  and                soundly decided,  that his  own  sister  was,  in  fact,                just acting up for her own amusement — and  using                him as her tormented.
