Alright, it's been quite some time since Project Redmoor was put on hold, and there doesn't seem to be a way to make it work as it was originally intended. Thus I've been thinking of re-building the whole thing from a scratch, but on much smaller scale. Like only one, yet diverse chunk of a city. For now it's just an idea, but who knows...

Bad news, ladies and gentlemen. Yours faithful has run into some serious performance issues that have pretty pretty much killed the project in its current state. Thus far, being unable to overcome this most unfortunate obstacle, I am forced to announce that project is put on hold and might, as much as I hate to admit it, require a total rework.

Almost there, just have to place smoke effects in playable areas. And I guess it's high time to clarify what exactly you'll get with the early release.
First, the world itself consists of several separate playable areas. The number of these districts at the moment is 5. Most of the city consists of decorations and is non-routable, except for several streets connecting the abovementioned playable areas.
Second, there are currently 39 lots, but they contain only the ground floor walls that should give you the general idea of what kind of building is meant to be there. Feel free to experiment with them.
Third, early release contains only half of the city. The other half is temporarily represented by placeholders, which can be seen on third screenshot.
Fourth, there's no distant terrain as of yet. I shall, of course, make one, but later.
Lastly, do not expect any miracles, as it leads to disappointment.

Just in case: I'm planning to release a very raw (yet playable) version of Redmoor by the end of August. First, because I won't finish it any sooner than in a year. Second, because I want to see if people like the concept itself. The exact terms, however, are yet to be seen.
