I don't remember the manga!Mustang that well as well, but I recently read most light novels and ohh, man Roy is pretty asshole-ish there - especially in one story, The Valley of White Petals, where Roy instructed a bank to deny Ed ability to withdrawn money from his account so the teen would have to phone HQ to sort it out. It was done JUST so Mustang would be able to give Ed some side-quests the Flame Alchemist didn't want to do himself.
It was played-off as a gag, because it was the standard, shounen trope of "I can't pay for food so I'll have to work in a restaurant to pay off my debt", but it was terrifying to read how easily Roy was able to casually cut-off Ed's funds, who, as it was set in previous stories already, had a hard time travelling because apparently two teenagers wandering around Amestris without legal guardians is highly suspicious, so Ed and Al would end up sleeping either outside or in some very sketchy places. It was also heavily implied that Ed is also underweight/malnourished due to the whole quest.
