This year’s Lantern Rite is so much better than last year. We get to see pretty much every Liyue character even after you finish the quest. In Act 2 You get to see Hu Tao chilling by her ad board in front of the parlor. Xiangling is at Wanmin. Beidou and Xinyan are at the edge of the bridge at the Harbor. Shenhe is at the docks. Yanfei is at the pavilion, Xiao is at the waypoint where you have Pervase's shrine and Ningguang is at the Jade Chamber. 

Has anyone else found the rest wandering around Liyue?

No spoilers for 2.4 but all I can say is thank fuck we FINALLY got a decent female story quest that isn’t just overworked waifu. And slightly salty that we can’t replay cutscenes ;_;
