We can infer that the people in the tunnel were coming from other branches of the multiverse. The Nazis weren't there to control it any longer, and remember, we don't have any way of knowing which universes were making similar scientific advancements, but that model of the multiverse showed dozens, if not hundreds of other parallel worlds.
Sadly, season four was the series finale, unless TMITHC gets picked up by another streaming service, although I seriously doubt it. Amazon couldn't even bother marketing their own show. It's such a huge loss. There are a million more stories to tell within those worlds.
The Man in the high castle with season 4, pleased not to missed it but where people in the tunnel where walking from? which verse these people were walking from? and will it be another season we all can explore this multiverse?

This entire scene made me so. uncomfortable. The John Smith in this universe may be completely innocent (or not), but I still can't get past the fact that everything that comes out of his mouth sounds like it comes with a side of snide and sneaky. All I see is Reichsmarshall Smith. It works, though, because Juliana is totally clouded by suspicion and the trauma she has endured after years in the JPS and her time in the American Reich.
