Stacey Abrams Would Be First Black Female Governor in Georgia—and the U.S.
ATLANTA—Democrat Stacey Abrams came closer Tuesday to becoming the first woman and first African-American to serve as Georgia’s governor, and the first black woman to hold that office in the U.S.
But the road ahead is steep: Republicans have dominated state politics, currently holding every major statewide office and controlling both houses of the General Assembly. Democrats haven’t held the governor’s seat in this state since 2003.
Ms. Abrams won the primary with about 76% of the vote to Stacey Evans’s 24%, after a rough campaign that pitted the former state House minority leader from Atlanta, who has hundreds of thousands of dollars in debt, against a white multimillionaire from the suburbs. Both ran on a progressive platform, saying they wanted to improve education, health care and transit.
In her victory speech, Ms. Abrams called for “a Georgia that sees diversity as our strength, and acceptance as our birthright.”
Ms. Abrams’s nomination comes as the South is growing with an influx of minorities and others from northern states, as well as immigrants. Strategists in both parties have pointed to the demographic shift, as well as the growth of urban areas like Atlanta and Nashville, as signs of coming political change for the region. Republicans have worked to reach out to minorities and young people in Georgia and elsewhere—so far with few results. But the GOP’s base of older white voters have brought them repeated victories in statewide races across the region.
In the Republican primary, front-runner Lt. Gov. Casey Cagle failed to secure 50% of his party’s votes and will face a July runoff against Georgia Secretary of State Brian Kemp.
Mr. Cagle won 39% of the vote, beating Mr. Kemp, who received 26%, and several other rivals, according to the unofficial results from the Georgia Secretary of State’s office.
Ms. Abrams, 44 years old, and Mr. Cagle, 52, have been involved in state politics for years. Ms. Abrams, a lawyer, led the Democratic Party as it fought to stay relevant in a chamber dominated by the GOP.
With her primary victory, Ms. Abrams becomes the first black woman to win a major party nomination for governor in the U.S., according to Rutgers University’s Center for American Women in Politics. Ms. Abrams, who was endorsed by former presidential nominee Hillary Clinton, as well as liberal firebrands Sen. Kamala Harris (D., Calif.) and former presidential candidate Sen. Bernie Sanders (I., Vt.), now will draw even more national attention—and likely visits from 2020 Democratic presidential aspirants coming to Georgia to stump on her behalf.
Ben Clark, a political science lecturer at Georgia College & State University in Milledgeville, Ga., said both parties face challenges in the general election. Democrats are seeking to increase voter participation from minorities and younger people, but he said, “it’s always difficult to get nonvoters to vote.”
Similar efforts fell short in past gubernatorial elections, including a big push in 2014 for Jason Carter, grandson of former President Jimmy Carter. In Georgia, voters don’t register with a party, but can request a primary ballot from either one when they get to their polling station. In this year’s primaries for governor, about 600,000 people voted in the Republican primary, and about 550,000 in the Democratic primary.

The Democrats have a "blue wave" of momentum building for the 2018 midterms, thanks to a motivated base, success in special elections and a low approval rating for President Trump. Will that be enough to take back the House and the Senate?
Republicans are counting on their conservative base, people who voted for President Donald Trump and right-leaning independents. But that coalition has been an uneasy one, with tensions arising between Trump voters and pro-business establishment Republicans over a range of issues in recent years, from gun-rights legislation to religious-liberty bills. Conservatives consider such bills as protecting religious expression, while some businesses view them as discriminatory toward gay people and others.
Republicans hope voters choose to keep a Republican in the governor’s office after eight years of relative growth and economic recovery under current Gov. Nathan Deal, who is term-limited.
Mr. Cagle faces a costly and combative campaign within his party until the July 24 runoff, time that he could spend campaigning against the Democratic nominee and wooing more centrist voters. There is a “sizable Republican electorate that can’t stand Cagle” because they see him as mainstream, Mr. Clark said.
Mr. Cagle made national news in February when he helped kill a GOP-sponsored bill that would have provided substantial tax breaks on jet fuel and aided Delta Air Lines Inc., after the airline’s decision to cut benefits for members of the National Rifle Association in the wake of the Parkland, Fla., high school shooting.
Despite that move, as well as some hard talk about illegal immigration, he hasn’t persuaded the far right of the party that he truly embraces their positions on immigration and other issues, and in November, they might not show up to the polls, Mr. Clark said.
Those voters likely will coalesce behind the conservative Mr. Kemp, making him the standard-bearer of the far right against what they perceive to be the establishment GOP, Mr. Clark said. During the primary race, Mr. Kemp gained attention with commercials showing him with a shotgun, a chain saw and a truck, which he said he would use to round up illegal immigrants.
“If you want a politically incorrect conservative, that’s me,” he says in one ad.
Ms. Abrams has argued that her financial status makes her more sensitive to the needs of working people. In her most recent disclosure filed with the state, she listed her net worth at about $110,000. She also reported about $174,000 in credit-card and student-loan debt, and about $54,000 in back taxes and fines to the Internal Revenue Service.
Republicans already have begun attacking Ms. Abrams about her debts. Gov. Deal had about $2.4 million worth of personal debt when he ran for governor in 2010.
Lowell Cagle, who goes by his nickname Casey, never graduated from college. He ran a tuxedo rental business for years. A state senator since 1995, Mr. Cagle was elected lieutenant governor in 2006 and has held the office for three terms. Mr. Cagle sought to run for governor in the 2010 race but abruptly dropped out in 2009, citing back problems.
Mr. Kemp, 55, was a state senator from 2003 to 2007. In 2006, he ran for state agriculture commissioner and lost. He was first elected secretary of state in 2010.

China Agrees to Buy More U.S. Goods and Services
The U.S. and China wrapped up their second day of talks with Beijing agreeing to buy more American goods and services but resisting demands that it reduce by more than half the vast trade deficit it has with the U.S., according to people briefed on the talks.
The Chinese were wary of committing to any specific amount of purchases, the people said, but were looking for a way to ease trade tensions between the two nations, which have rattled markets globally. Earlier Friday, White House National Economic Council Director Lawrence Kudlow said China would buy more farm products, energy and financial services.

Conoco Seizes Venezuelan Oil Assets in Curaçao
WILLEMSTAD, Curaçao—A court on the Dutch island of Curaçao has authorized the local subsidiary of U.S. oil giant ConocoPhillips to seize $636 million worth of assets held on the island by Petróleos de Venezuela SA.
The move comes as Houston’s Conoco seeks to recover $2 billion in a decade-old dispute over the expropriation of its Venezuelan oil projects by the nation’s socialist government, which is struggling with an economic crunch that has caused widespread shortages of food and medicine.
The Venezuelan state oil company, PdVSA, has defaulted on more than $2.5 billion in debt and isn’t expected to make any payments to Conoco or other firms that are suing for assets taken by the socialist government.
Curaçao Economy Minister Steve Martina said Sunday that Conoco already had taken control of some oil products at the Isla Curazao refinery, though he didn’t specify how much.
The Curaçao court’s May 4 ruling is a blow to Venezuela, which uses refineries on Curaçao and elsewhere in the Netherlands Antilles to store a significant portion of the oil it exports to its three main foreign markets: China, the U.S. and India.
An arbitration panel under the International Chamber of Commerce in late April found that Venezuela under the leadership of then-President Hugo Chávez in 2007 illegally expropriated joint-venture operations with ConocoPhillips.

Martha Bell Surles
STOCKBRIDGE, GA — Martha Bell Surles, 75, died Monday April 2, 2018 at her home.
Born in Greenwood County, she was a daughter of the late Lee and Frances T Bell of Donalds, SC.
As a child she attended Shoals Junction Elementary, a two room school, from the first to the fifth grade. She graduated from Ware Shoals High School, with the class of 1960. She then attended Winthrop College, where she graduated with a Bachelors degree in 1964. Her first teaching job was at Keowee High in Pickens, SC, teaching home economics. After Keowee High closed, she moved to Greenville, SC, where she taught in the Greenville County School system and met her husband, Dick Surles.
Surviving are a son, Ricky Surles (Krista) and grandson Brock of Griffin, GA, two sisters, Sandra Griffin (Walter) of Gastonia, NC, Karen Bell(Harold) of Union, SC and a brother, Robert Bell(Lona) of Hodges,SC.
A memorial service will be held on April 14, 2018 at Greenville Presbyterian Church social hall, 205 Greenville Church Rd, Donalds, SC 29638 at 2 PM with Pastor Tom Pitman officiating.
The family is at their respective homes and will receive friends Saturday from 1 to 2 PM prior to the service at the church social hall. With McCain in hospital, Arizona lawmakers push bill that would delay vote to replace him

State lawmakers are considering a bill that would take U.S. Sen. John McCain’s seat off the November ballot if the six-term Arizona Republican, who is battling a deadly form of brain cancer, leaves office early.
The legislation at the Republican-controlled state Capitol comes as the ailing McCain, 81, remained hospitalized at the Mayo Clinic. Earlier this week, the 2008 GOP presidential nominee underwent surgery for an intestinal infection related to diverticulitis, his family and Senate office said Monday.
The Associated Press reported Tuesday that Senate Democrats intend to try to block the legislation by voting as a bloc to ensure that its emergency clause can’t get the needed two-thirds approval.
The move at the State Capitol in Phoenix may intensify speculation about McCain’s health and could reflect fresh concerns from the Arizona Republican establishment. McCain previously was hospitalized in December for a viral infection and for side effects related to his ongoing chemotherapy and radiation treatment. He returned to Arizona on Dec. 17 and hasn’t been in Washington, D.C., since.
If McCain were to leave the seat before his term ends in 2022, the governor would decide who fills the vacancy and the seat would appear on the next general election ballot.
House Bill 2538 would effectively allow a Senate appointee to hold the post for two years if a vacancy happened within 150 days of a regular primary election. That would mean if McCain’s seat became vacant today, his permanent replacement would not be chosen by voters until November 2020.
Any change to the law would come as McCain’s health remains a concern and as Republicans face a difficult political climate in Arizona and elsewhere.
McCain’s Senate office did not immediately respond to a request for comment on the state bill.
This year’s race to replace U.S. Sen. Jeff Flake, an Arizona Republican retiring after one term, is widely expected to be among the fiercest battles in the nation and could help determine control of the Senate next year. Democrats need to win a net of two new seats to take the majority.
If McCain’s seat were also on the ballot, it would open a new front in the battle for control of the chamber and potentially put another Republican-held seat in play. Two states — Minnesota and Mississippi — already have both of their U.S. Senate seats on the 2018 ballot.
Since McCain announced his diagnosis in July, Gov. Doug Ducey, who would have to appoint a replacement, has repeatedly refused to discuss the subject. Ducey’s administration typically does not comment on legislation before it reaches the governor’s desk so it is unclear whether he would support the pending change before the Legislature.

The Latest: House approves new city from Stockbridge land
ATLANTA — The Latest on activity inside the Georgia Capitol during the final days of the 2018 legislative session (all times local):
11:15 p.m.
The city of Stockbridge could be broken in two after the Georgia House passed a proposal allowing a new city to be carved from it.
The proposal, passed by a vote of 102 to 67 late Tuesday, would incorporate the new city of Eagles Landing from land currently in Stockbridge.
Proponents say the bill will give residents the right to self-determination.
Opponents say that the move is racially motivated. Stockbridge, located approximately 20 miles southeast of Atlanta, is predominantly black, while Eagle’s Landing would have a greater proportion of white residents.
The measure must return to the Senate to approve changes made by the House. If the bill is signed into law, voters in the area that would become Eagles Landing would need to approve the idea before the new city is formed.
10:30 p.m.
Lawmakers are close to preventing Georgia drivers from holding their cellphones while behind the wheel.
The Senate voted 55-0 on Tuesday to have Georgia become the 16th state to enact a hands-free driving law.
Republican Sen. P.K. Martin says drivers are “intoxicated by the glow of their smartphones.” He says distracted driving has led to a recent spike in fatal crashes, which has in turn caused insurance premiums to rise across the state.
It is already illegal to text while driving, but law enforcement officers say the law is hard to enforce because they cannot tell whether a driver is texting or merely dialing, which is currently legal.
Under the proposal, drivers would still be able to use their phone through a hands-free device.
The measure heads back to the House, which overwhelmingly approved an earlier version of the proposal last month.

A controversial cybercrime bill focused on deterring “online snoopers” is nearing final passage in the Georgia legislature, despite the objections of cybersecurity researchers who fear it would have a “chilling effect” on their industry.
The House on Tuesday voted 107-63 in favor of a bill that targets hackers who break into a computer system but don’t disrupt or steal data. The measure has been backed by Attorney General Christopher Carr.
Democratic Rep. Jonathan Wallace, a software development manager, argued against the bill, saying researchers who check for vulnerabilities without permission provide an important service.
Majority Whip Christian Coomer says the legislation has broad exceptions and does not apply to those who are conducting a “legitimate business activity” or employing “cybersecurity active defense measures.”
Because the bill was amended in a House committee, it must secure passage again in the Senate before session ends on Thursday.

The final piece of Republican Gov. Nathan Deal’s years-long criminal justice overhaul has unanimously passed the House.
Backers of the measure, which passed the Senate in February, say that provisions allowing courts to consider the financial resources of the accused will stop people from being held simply because they are poor. It would give judges more leeway in forgoing cash bail for low-income offenders and more opportunities to impose community service rather than fines.
The proposal also enhances penalties for certain crimes involving firearms.
Republican Rep. Rich Golick, chairman of the House Judiciary Non-Civil Committee, thanked Deal Tuesday, saying that his criminal justice overhaul has become a model for the nation. Golick said the ongoing overhaul has saved the state billions of dollars and saved hundreds of lives.

Victims of domestic violence in Georgia would be able to terminate housing leases early in certain circumstances under a proposal that has passed the Senate.
The proposal was passed unanimously on Tuesday after seeing some revisions since the House passed the bill unanimously in February.
Under the proposal, victims who have received a domestic violence order in either criminal or civil court proceeding will be eligible for early termination of a lease.
Republican Sen. Jesse Stone said the proposal would help reduce domestic violence deaths in the state. According to the Georgia Commission on Family Violence, 149 people were killed in domestic violence-related incidents in the state last year.
If signed by the governor, the proposal would apply to any lease agreements signed, renewed or modified after July 1.

The House has passed a proposal that would establish a free-speech policy at schools in the University System of Georgia.
The measure, which passed the Senate last month, comes amid a national debate about controversial speakers — often conservative ones — being disinvited from campuses because of student disruptions.
The proposal would mandate that schools in the system establish sanctions for anyone who interferes with speakers.
Republican Rep. Earl Ehrhart of Powder Springs said that the proposal is needed to stop “activists” that want to shutter open debate.
But opponents say it would actually limit students’ right to protest speakers they disagree with.
House Minority Leader Bob Trammell, a Luthersville Democrat, said that “the First Amendment to the United States Constitution needs no additional protection from the Georgia General Assembly.”

Freeform has Canceled Beyond
It looks like it’s time for Beyond to enter the great beyond.
Freeform’s sophomore sci-fi/fantasy series which the network lauded for its massive binge-watching numbers in its first season apparently could keep up the steam in Season 2. TV Guide has confirmed that Beyond has officially been canceled only a week after it aired its second season finale.
Beyond told the story of Holden Matthews (Burkely Duffield), a young man who wakes up with strange powers after spending 12 years in a coma. It also starred Dilan Gwyn, Jordan Calloway, Michael McGrady, Romy Rosemont, Jonathan Whitesell and Jeff Pierre.
This news comes on the heels of The Fosters and Young and Hungry’s final season announcements earlier this year and last fall’s cancellation of Stitchers. All of this turnover is less alarming, however, when you factor in that the network is expanding its programming to four nights a week and the slew of new series are scheduled to hit the network in 2018.

George Wendel Webb
Mr. George Wendel Webb, age 64, of Stockbridge, GA, died Sunday January 28, 2018 at Providence Health and Rehab in Thomaston, GA.
Mr. Webb was born on February 22, 1953 in Winter Garden FL, to Dorothy Vaughn Webb Boone and the late Edwin Webb. He was a graduate of Greenwood High School and Southern Wesleyan University, a Contractor for Lowes and of the Methodist Faith.
He is survived by his mother, Dorothy Boone of Greenwood SC, and sister, Connie (Jim) Mask of Timonium, MD.
A memorial service will be held Saturday, March 17, 2018, at 2 pm at New Market Baptist Church at 906 Ninety Six Highway in Greenwood, SC. In lieu of flowers, the family asks that donations be made in Wendel’s name to Sacred Journey Hospice, 138 Peach Drive, McDonough, GA 30253
Coggins Funeral Home is in charge of arrangements.

Update: Stockbridge graduate goes for gold in winter Olympics
Stockbridge is about to bust its proverbial vest buttons as hearts swell with pride for Olympic bobsledder Chris Kinney.
The 29-year-old Kinney is competing in the 2018 Winter Olympic Games in PyeongChang, South Korea, on Team USA’s four-man bobsled team.
Kinney posted on Twitter, “Being at the Olympics has been life changing. I’ve always loved meeting and conversing with people from other cultures. To do so and compete against them in sport is the greatest pleasure I’ve experienced in life!”
Local fans would love to see their hometown hero bring home the gold.
“Chris grew up in Stockbridge,” Stockbridge Main Street Program Assistant Lisa Fareed said.
The program mounted displays featuring Kinney, “our own international athlete,” Fareed said, at city hall and his three local alma maters — Stockbridge Elementary School, Austin Road Middle School and Stockbridge High School, from which he graduated in 2007.
Fareed said his story is “history in the making,” with a chapter written in Washington, D.C.
Vice President Mike Pence wrote Mayor Anthony S. Ford a letter dated Feb. 2, included in the displays.
“I am proud to join the people of Stockbridge in honoring your community’s own Chris Kinney as a member of the U.S. Olympic team in PyeongChang, South Korea,” Pence said. “Together, the members of our Olympic team represent the strength of our nation and the destiny of American greatness at home and around the world. I join Americans everywhere in applauding these athletes and cheering them on as they reach for their dreams.”

Pence said he conveyed the nation’s pride in Stockbridge for representing America on the world stage.
“Please know that I will be rooting for Chris,” he said. “May God bless the people of Stockbridge.”
According to Kinney’s NBC Olympics biography, he was born in Athens, Ga., and claims New York as his permanent residence.
At 6-2 and 216 pounds, he is a former Georgetown University track and field hurdler who earned All-American and broke school records in the outdoor 110m hurdles and indoor 60m hurdles.
Kinney’s journey took him to Japan for four years, where he worked as a model and in sales and marketing, ran track professionally and learned the skill of artistic paper folding; he posts his origami on Instagram.
His running skills found another outlet.
“While in Japan, he decided he wanted to try bobsled, which he first discovered by watching the 1998 Nagano Olympics,” the biography states. “He is now a U.S. bobsled push athlete.”
According to the biography, Kinney answered a question about bobsled misconceptions he wanted to clear up by answering, “We do not practice in bathtubs.”
Practice on the powder has paid off; he has achieved his ambition, which is “to compete at the 2018 Olympic Winter Games in PyeongChang,” according to the International Olympic Committee website, which lists the sport as “bobsleigh.”
The four-man bobsled training heats start Feb. 21.
Televised events are training heats Feb. 22 at 8 p.m., Runs 1 and 2 on Feb. 23 at 7:30 p.m., Runs 3 and 4 on Feb. 24 at 7:30 p.m., followed by final runs at 8 p.m.
