Flint Files: police reporting

Flint police department. Trying to report vandalism. I've never done this before. Will it do any good? Vandalism on public property all over town. Locals don't have any faith that anything will be done; they don't trust the police, they don't believe the city has the resources to do anything. Why bother?

They've got an online crime reporting site. To submit a report I have to supply full name, address, phone #, race, date of birth, DRIVER LICENCE NUMBER, age. Optional: height, weight, eye color, hair color, SOCIAL SECURITY NUMBER.

No option to report anonymously.

No option to report unless I enter all my private information.

Is this deliberately designed to keep people out? I don't have anything to hide but no way am I entering all my personal information just to request the city go paint over some tags. Does the city do this on purpose knowing it will virtually eliminate their extra workload? In a town that does not trust law enforcement, what citizen is going to forfeit their privacy just so they can report petty crimes?

I did not submit a report. How many others today chose to not report crime because the system is broken?

Ignorance? Malfeasance? Accident? Or Strategy?
