Who up thinking about the fact that it's definitely a possible reading of the details canon gives us, if not outright implied (via the line Anya has about the plan of her assassination changing), that Arthur initiated the romance with Anya. Honestly, given the difference in their social statuses, it makes more sense that he'd have to as well. A maid faces much more to lose from trying to seduce the family of her employer than the eldest son of a landowner does for flirting with the help.

Combine all that with him being raised at the tail end of the Victorian era + the start of the era after, and you just know that this man has hangups around his own attractions like you would not Believe (add in potential eventual awareness that it would have been kind of fucked up for him to make advances on an actual maid for bonus guilt to contribute to his conviction that he's an awful person)
