Georgia's secretary of state says Lindsey Graham suggested throwing out certain ballots

Washington — Georgia Secretary of State Brad Raffensperger accused South Carolina Senator Lindsey Graham, a Republican, of indicating he should throw out legally cast ballots, a suggestion that comes as President Trump trails President-elect Joe Biden by more than 14,000 votes in the Peach State.

In an interview with "CBS This Morning" on Tuesday, Raffensperger detailed a phone call he had with Graham, one of Mr. Trump's closest allies on Capitol Hill, during which he said the senator suggested absentee ballots from counties with high rates of nonmatching signatures be disqualified.

"When Senator Graham called, I just assumed that he was calling about the two runoffs for the senators, so I called him back," Raffensperger said. "During our discussion, he asked if ballots could be matched back to the envelope — the absentee ballots could be matched back to the envelope. I explained our process, after it went through two sets of signature match, at that point they were separated. But then Senator Graham implied for us to audit the envelopes and then throw out the ballots for counties who have the highest frequency error of signatures. I tried to help explain that because we did signature match, you couldn't tie the signatures back anymore to those ballots."

Raffensperger told "CBS This Morning" that he spoke with his legal counsel about Graham's comments and "decided the best action was not to get back and re-engage."

"When I went down this other path, I think the best thing was just to disengage and move forward," he said. "We want to make sure that every legal vote counts and every illegal vote doesn't count."

Raffensperger's phone call with Graham was first reported by The Washington Post.

The South Carolina senator told reporters on Capitol Hill on Monday that Raffensperger's characterization of his comments was "ridiculous."

"I thought it was a good conversation," he said. "I'm surprised to hear him characterize it that way."

Graham said he reached out to Raffensperger on his own, not at Mr. Trump's urging, as he wanted to learn more about Georgia's signature verification process.

"If he feels threatened by that conversation, he's got a problem," the senator said. "I actually thought it was a good conversation. I learned a lot about it. Rather than hearing all these internet things, I just call the guy and say, how does it work, how can you make it better?"

Georgia, a state that has not voted for a Democratic presidential candidate in 28 years, has become a target of Mr. Trump as he alleges without evidence the election was rigged against him and rife with fraud. CBS News projected Mr. Biden as the winner of Georgia's presidential race and the winner of the White House, though the president continues to falsely assert that he won a second term.

Raffensperger announced last week the state would conduct a manual hand recount of all ballots cast in the presidential race and rebuffed suggestions the decision to audit the results was aimed at appeasing Mr. Trump, saying instead it made sense given the tight margin of the race and its significance.

But the president has called the recount a "scam" that "means nothing."

Along with the continued attacks on Raffensperger from Mr. Trump and some Republicans, the Republican secretary of state said he and his wife have received death threats, which he attributed to "everyone that's been spinning people up."

"I'm a conservative Republican, always have been. I've never voted for a Democrat. A lot of these people that are spinning up the crowd used to be Democrats," he said. "I've always been a conservative Republican and I want to make sure we have a lawful process because I think integrity still matters."

Raffensperger said he believes many people now have "inflamed emotions," but "eventually when people really come to accept the hard fact, this is what the results are."

In addition to Georgia being a focal point of the presidential race, the state is poised to become the center of the political world as two of its Senate races head to runoff elections on January 5. With GOP incumbent Senators David Perdue and Kelly Loeffler fighting to hold on to their seats, the runoffs will determine whether Republicans maintain their hold on the Senate.

Perdue and Loeffler called for Raffensperger to resign last week due to what they said was "mismanagement and lack of transparency" in its elections this year, though he rebuffed their criticisms.

The wave of Covid-19 infections sweeping across the United States was followed Monday by a spate of new lockdowns and calls for reimposing restrictions after a week during which more than a million new cases were reported.

Over the weekend, the governors of several Northeastern states that were hit the hardest early on in the pandemic held a summit in which they discussed, in particular, the private gatherings that have been fueling the Covid-19 spread and sending the hospitalization rate back up.

Even the World Health Organization has not been spared by the pandemic, The Associated Press reported. Some 65 staffers at its headquarters in Geneva have come down with the infection. British Prime Minister Boris Johnson, whose coronavirus infection landed him in intensive care earlier this year, was back in quarantine after he was exposed to the virus again. New Orleans was the setting over the weekend for a swingers convention, local media reported. Some 250 people attended the "Naughty in N'awlins” gathering despite the pandemic. “That's really quite mind-boggling,” Susan Hassig, an associate professor of epidemiology at Tulane University, said. But City Hall appeared to sign off on it. "Masks are the new condoms," organizer Bob Hannaford said. Trump has been harshly criticized for downplaying the dangers of a health crisis that has resulted in a world-leading 11 million-plus infections and more than 247,000 deaths, and for sidelining infectious disease experts in favor of conservative ideologues who cast doubts on proven safety measures such as wearing masks, social distancing and lockdowns.

Michigan Gov. Gretchen Whitmer, a frequent Trump target, took aim Monday at one of the president's top Covid-19 advisers, Dr. Scott Atlas, after he said Sunday on Twitter that Michigan residents should “rise up” against any new restriction measures in her state.

“With the vacuum of leadership in Washington, D.C., it’s on the states’ governors to do what we can to save lives,” Whitmer, who also appeared on “Morning Joe,” said Monday.

Atlas, who is a radiologist and not an infectious diseases expert, has been criticized for, among other things, making false claims about the effectiveness for masks at stopping the spread of Covid-19 and for peddling misinformation about herd immunity.

“I totally disagree with him,” Fauci, the nation’s top infectious disease expert, said of Atlas on “TODAY.” “I totally disagree with the stand he takes. I just do, period.”

But even the leaders of Republican-dominated states who have marched in lockstep with Trump and his Covid-19 advisers have been reluctantly imposing mandates and restrictions as the case numbers have jumped and the avalanche of infected patients has overwhelmed their hospital systems.

North Dakota Gov. Doug Burgum announced Friday that “the State Health Officer, with my full support, has issued an order requiring face coverings to be worn in all indoor businesses and public settings and outdoor public settings where physical distancing isn’t possible.”

And while President-elect Joe Biden has already assembled a team to take on the pandemic, Trump’s continued refusal to concede could complicate the transition.

“It's almost like passing a baton in a race,” Fauci said Sunday on CNN. “You don't want to stop and then give it to somebody. You want to just essentially keep going.”

Dr. Eric Goosby, a member of the Biden-Harris Transition Covid-19 Advisory Board, said Monday on “MSNBC Live with Hallie Jackson” that what they know about the Trump administration’s plans for distributing a Covid-19 vaccine, they’ve learned “through newspaper reporting and informal back and forth with people at the state and local level.”

“What we haven't had is the kind of higher level orchestration aspect of where they think they are in their current plans for rolling out a vaccine and where their problem areas are for access and distribution,” Goosby said.

New York Gov. Andrew Cuomo, who has clashed repeatedly with Trump over his pandemic response, said the president’s team has no effective plan for distributing the vaccines.

“They have no idea what they’re talking about with vaccinations,” Cuomo said Monday on “Morning Joe.” Trump “thinks he's going to have drugstores deliver it and hospitals deliver it. I'll tell you what that's going to do, that's going to leave out the Black and brown community, which the death rate among Blacks is twice what it was among whites.”

“We're headed for another operational disaster with his plan,” Cuomo said.

There was no immediate response from Trump to Cuomo’s remarks. Instead, Trump on Monday touted the big jump in the stock market after the Moderna announcement.

The news came on the heels of last week’s announcement from pharmaceutical giant Pfizer that its vaccine candidate was more than 90 percent effective, raising hopes that a nation weary of wearing masks and quarantines might be able to return to normal life sometime next year.

But first, we have to get through what's likely to be a long and difficult winter, Chicago Mayor Lori Lightfoot said Monday.

“The gains we have made this past year have been the result of our willingness to work together," the mayor said in a statement. "Even in this difficult moment, we will continue to unite as we always have for our city in order to halt the rise we’re seeing, shake out of the fatigue we’ve been experiencing, and make the crucial difference in what our future is going to look like.”
