Yeah!
I'm cautiously excited, because if it's post-war, it can cover the Class A side of the Dark Deku arc, as well as go deeper into Deku.
There is so much good stuff that could be done:
Midnight's funeral
My evacuation academia with all the families moving in and the kids interacting with the civilians
TDBK & Remedial arc kids!!!!
The Todo-drama playing out on TV, plus Shouto interacting with Rei, Fuyumi and Natsuo
Quirk training with the Pussycats
Mina training with TDBK
Class A brainstorming their combos to catch Deku
Fights against Tartarus escapees
The potential is endless, but I don't know if I trust an anime movie to pull off the nuances.

I'm not trying to desvalidate Shoto's efforts on saving Touya, and I feel bad that he's suffered so much on this situation. But something just doesn't make sense in my head. Shoto's distressed to have to fight Touya because he wishes he would've had a relationship with him? or because he doesn't want to keep fighting...?
I understand that Shoto sees himself in Dabi's situation and he feels like he should fix the problems in the family, and those are two big things that weight on him on the situations.
But the whole part of Shoto not wanting to fight his brother doesn't make much sense to me. Shoto and Touya weren't close, they were only ever called "family" because they share blood. So that just isn't clicking on my head and I was wondering if I could find an explanation.
Sorry for the confusing, maybe even nonsensical ask.
I'm not really sure what you are referring to exactly. Shouto never backed away from fighting Touya.
During the Dabi reveal he takes the initiative, because he sees Endeavor completely freezing
In the hospital he immediately sees the similarities between his old, full of rage self and Touya and decides he will have to be the one to face his brother.

Then after Rei's explanations he accepts that it's something the family (or at least Shouto and Endeavor) should do together, because Endeavor has the validation Touya seeks.
He confirms both to Midoriya and to Touya that he chose to face his brother even alone (as hero and as family) and clearly he was expecting a fight, since he developed a move to counter Touya's fire (without hurting him).

After Touya gets up again and gets transported to Gunga, there are two dilemma Shouto is facing. The first one is that he went over his limit (according to Iida) with the first Great Glacial Aegir. The second is that the Gunga heroes couldn't hold AFO back, so he's heading for Deku. Among the heroes still standing, Shouto is one of the most powerful, so he's torn on what to do and wants to help his best friend.

Shouto also knows that the likely scenario with Touya making it to Endeavor that both his father and brother die. And even as wrought as his relationship is with his father, we know he doesn't want Endeavor to die and even if he has no sibling bond with Touya, he feels a bond between them knowing the abuse / trauma they both went through. He's able to empathize with Touya.
Also, after Touya gets the warp to a location 400 kms away, Shouto doesn't think he has a way to get there.
This is where All Might's encouragement is crucial - he convinces Shouto that he is absolutely NEEDED at Gunga, not just for his family business but for everyone endangered by Touya's fire-explosion. And he tells Shouto that there is someone else who can handle AFO.

So I don't think that there is any point where Shouto doesn't want to fight Touya in the sense that he wants to face him properly. His goal is to stop his brother. To stop from hurting others, hurting the family, but also from hurting and killing himself.
But the narrative recognizes also that it's a hard thing to do for Shouto and a big emotional burden to clean up his parents' mess, to be the one who becomes responsible whether his brother lives or dies or innocent bystanders do, it's him being put in the position of maybe having to kill his brother and be the cause of the damage and pain it would cause in the family.
Todoroki Shouto: Rising talks about the need for conflict sometimes - it's something Shouto has learnt and during Round 1 of their fight he learns a lot about Touya. So when he faces him the second time, he can approach it differently than he did the first time.

I’m honestly surprised people think Toga is dying, didn’t get that feeling at all from this chapter 😅 I personally interpreted it as very hopeful, i mean “not going to jail even on Ochako’s terms,” thought that was a bit of foreshadowing right there, but could be wrong. This chapter was lovely, HK really homing in on these chapters!
I see WHY people think she's dead, but it's a very surface and frankly, uncharitable reading of this manga. The only way you could genuinely think she's dead for real is if you absolutely ignored a LOT of messages Horikoshi has been trying to give us about how sacrificing your life as a hero ISN'T the save-all and causes issues down the line. He introduced that idea with NANA way back, where we saw that even if All Might saw her sacrifice as heroic (and I will say I don't know what else she could have done), Kotaro DIDN'T view it that way and it absolutely caused issues later on. Heck, way back with Kota we see that heroes who sacrifice themselves can leave behind lots of problems. I'm trying to say that while it's not a full subversion, Horikoshi HAS been subverting the idea that dying for someone else's sake is noble/redemptive for the entirety of this manga. And he's held on consistently to showing this and I think the final nail in the coffin for this idea of sacrificial death as heroic was the Todoroki plotline. Again, the sacrifice for another's life was Enji's dad's fate and it ended up instilling an awful idea that heroism > fatherhood, and that actually, that Enji could be a good father if he was a "good hero". Again, we see sacrificial, redemptive hero deaths causing issues within the generations left behind. The fact that Enji attempted to "atone" with his own life and Touya's but was STOPPED should have put this to rest because if sacrificing yourself was heroic, Horikoshi would have killed Enji (and Touya) off. He did not. There are no sacrificial deaths coming as far as I can see. Horikoshi is challenging that notion to begin with. Toga is not dying here because it absolutely means Ochako has FAILED, like Keigo did, in saving her plot-assigned villain. I understand the poetic nature of being able to choose your own fate that people think Toga has done, but I think it's, again, Toga not seeing a future for herself where she can be happy. Ochako, or some other hero, needs to do something to make sure that smile STAYS on Toga's face. That's why her story isn't over.

Let me cry how important it is to me that it is Natsuo who is shielding Shouto in the new chapter.
Natsuo was the last sibling and Todoroki family member introduced into the story - him and Shouto are shown interacting the first time at the awkward family dinner after Endeavor's fight against Hood.

Natsuo is also the family member who holds onto Touya's memory the strongest, so his open conflict with Endeavor gives us and Shouto an insight into the rift among the siblings (the earlier chapters focused on Shouto's history with his father and mother mostly).

Natsuo not even knowing Shouto's favourite food becomes the symbol of the distance between them. They are virtual aliens living in the same house - their "could have been" sibling bond a collateral damage to Endeavor's abuse, Touya's rage and narrative that Natsuo held in his heart in his grief.

This leads to Natsuo's own regret of not trying to confront Endeavor and Touya and of not trying to make them face each other, which also led to his personal guilt of choosing to never interact with his little brother, even when he could have.

Shouto from his own side seems quite eager to bond with Natsuo and values his sincere feelings even if they are unpleasant as something positive and needed:

and he is fiercely protective of his older brother.

Shouto even adopts Natsuo's definition of normal sibling bonding as "Knowing each other's favourite food and enjoying noodles together" that he later extends to Touya.
I think it's worths bringing back here the School Briefs story from the 5th volume that delves into Natsuo's POV and elaborates his feelings of regret and guilt about failing his role as big brother to Shouto:

I highlighted the more heartbreaking parts, but Natsuo goes through feelings of helpless anger about their broken family, the abuse he couldn't stop, but then also examining the things he could have but didn't and then finally moving onto the things he still can (like being involved in Shouto's life now going forward and bonding over things they can - making lumpy, screwed up soba together).
So Natsuo getting to be the person, the big brother to protect Shouto in this situation is not only deeply healing from Shouto's perspective, but also Natsuo's, who has done a lot in the family to keep Touya's memory alive, to start arguments that were needed to move forward and it also honors the bond Shouto and Natsuo built as a result of the healing they already started.

I hope people who were mad that Shotou was not being protected or paid attention to by his family shut up now 💀 Clearly his siblings/ family cares for him aka Natsuo covering his body from any harm
I understand why people weren’t happy about him being left on the floor with no visible concern being shown.

Plus during the course of the series he’s been withheld from having comfort, ie. off screened shoutos reunion with his mother twice.
So I get the frustration cause I definitely felt it too.
I’m happy with this panel showing Natsuo protecting him, even though it’s small I’ll take what I can get!

Toga will be fine. Why? Because Toga and Uraraka and Shouto and Touya follow the exact same trajectory.
Both meet for the first time during the training camp or in Touya and Shouto’s case the first time in a decade.
Both Uraraka and Toga and Shouto and Touya have a confrontation during the first war.
Both Uraraka and Shouto think about Toga and Touya constantly after the first war.
Both Shouto and Uraraka start off in one location (Kamino and the Island) and both both try to stop Touya and Toga from leaving.
Both Uraraka and Shouto end up in the new location (Gunga), with Uraraka following through the portal and Shouto and Iida flying/running there. 
Both Toga and Touya endings are left at a cliffhanger but in reverse. 
Touya has been saved physically but his heart hasn’t been saved so we’re left off with him saying how much he wants to die and how much he hates his family. 
Meanwhile Toga’s heart has been saved but now she is in danger physically from dying due to the blood transfusion she is giving.
So both will be concluded by Toga being saved physically most likely by Hawks because it’s the most fitting and Touya’s heart being saved by Shouto and the rest of the family.
I never believed that 390 was the end of the Todoroki conflict and this chapter makes me believe that even more. This is not the end for either Touya or Toga. We’re going to get a proper conclusion.

I am still confused about the newest spoiler chapter and the Todoroki panel, since it's blurry. We see Natsuo(?) And Enji protectin the family but I csn not say who is who on the ground from left to right?
Shotou might be under Natsuo and did Enji regain consciousness to move fast to protect the family?
I think endeavor regained consciousness and is covering Fuyumi, Rei, Touya, and some of Natsuo who is protecting Shouto. Not gonna lie them being all in a line reminds me of how the anime made Shouto hold bakugou upright when there wasn’t a realistic way for him to do that

Let me remind everyone that without Shouto, Uraraka would not have been able to save Toga because she and Toga would have both been dead, killed by Touya’s explosion. 
Shouto saved everyone at Gunga including Toga and Uraraka.

Why are ppl suddenly saying toga died lmao. The chapter doesn't give any indication of the sorts, we don't even see her passing out, calm down yall
I agree. Me being me, I don't think a character is dead unless there is a hard-core confirmation that they are.
I have said this before, IT IS STILL JUST LEAKS. I get it, leaks can give a lot, but remember there's also still panels missing and translations to be done. It's not a complete chapter.
Also, as you said, Anon, the chapter really didn't give any indication that she died. Like, the last picture was of her hand. Not her face.
How about we not jump into conclusions just yet? There still other chapters to follow.

HE’S DEAD?!
no no but Horikoshi is probably going to make it "open-ended" for Toga until later on, and I haaate that. I fully believe every one of the savior squad villain and hero is going to make it out alive, so touya, himiko, and tenko all get good endings. but this chapter might end open-ended and god am I not looking forward to people saying toga's dead unless it's 100% confirmed. I feel the same about Dabi right now too.
