Press Release: Night Lights Presents Site-Specific Outdoor Media Monthly Through April
Regional Arts & Culture Council and Open Signal to host projections from local artists PORTLAND, ORE. - August 24, 2017 - Night Lights, a monthly public art event, continues into its third year of urban intervention. A special launch party will be held at Open Signal on Wednesday, September 20 before the First Thursday series begins on October 5, showcasing projections of digital media from local artists and art students. Open Signal and the north wall of the Regional Arts & Culture Council (RACC) offices will serve as the sites for this year’s events, with artists presenting works tailored specifically for those locations.
Night Lights represents an ongoing relationship between RACC’s public art program and Open Signal, celebrating the crossroads of local talent and technological innovation. The series illustrates the organizations’ inventive spirits, featuring presentations that include large-format projections, and interactive performances. Finalists were chosen through an open call and a community panel process, receiving a stipend for their participation.
The full Night Lights schedule is listed below, showcasing a different work each month. Emcee and performance artist Pepper Pepper inaugurates this year’s events on October 5, debuting an immersive project that will transform its audience into a kaleidoscopic collage. This year, artists-in-residence Amy Chiao & Chloe Cooper will have full access to Open Signal’s resources for four months, developing a new work about their experiences parading a fifteen foot puppet through public and private settings. The documentary will premier on April 5, 2018 at Open Signal’s parking lot, and attendees will also have the opportunity to interact with the puppet used for filming.

Night Lights is a monthly public art event that promotes digital media, urban intervention and technological innovation through site-specific outdoor art experiences.
On the First Thursdays of October through April, juried artists showcase their work on the North Wall of the Regional Arts & Culture Council's offices, located in the General Automotive Building, near the intersection of NW Glisan and NW Park Avenue in Portland.
Currently in its third year, Night Lights is an ongoing collaboration between Open Signal and The Regional Arts & Culture Council (RACC). Past projects have included large-scale media projections, live multi-disciplinary performances and collective screenings by students and professionals.
Night Lights is seeking artists, artist collectives and curators to submit proposals of new or recently developed works for the 2017-2018 season. Applications that directly respond to the architecture, space and public environment will be prioritized.
Selected artists will present their work after dusk, one of the first Thursday evenings of October, November, December, and February.
This call is open to anyone living in Oregon and southern Washington. All applications will be reviewed by a panel of experienced digital media artists and professionals*.
Any group or individual selected to participate will receive an honorarium of $1,000 at the completion of their presentation.
Submissions for all Night Light opportunities are due by 11:59 p.m. on June 19, 2017. Awarded applicants will be notified in mid-July.
Submissions of short form, non-narrative, site-specific work suitable for a general audience will take precedence.
When considering this opportunity, please note that this is an outdoor event, lasting up to 3 hours in the winter evenings, so Portland's typical winter weather conditions should be taken into account when writing your proposal.
For each Night Lights presentation, selected applicants will have access to an Epson G6070 projector, Fender multi-mic, PA system, 10’ x 10’ pop up tent and assistance from Night Lights staff and volunteers. Chosen artists will have the opportunity to share their selected artwork on Open Signal's cable television channels.

Night Lights Artist Residency:
Night Lights offers one additional opportunity for creating new, site-specific work through a single artist residency that takes place at Open Signal’s studios/facility.
The chosen artist or artist group receives an honorarium of $5,000, a private studio space, a $500 scholarship to Open Signal classes and full access from December 1, 2017 thru April 8, 2018 to Open Signal production and projection equipment.  
The residency concludes with the April edition of Night Lights, which will premiere on Open Signal’s exterior wall and adjacent parking lot. The exhibited artwork or documentation will broadcast on Open Signal's cable channels and then become a permanent artwork in the City of Portland’s public art collection.

Portland State University’s Channel 257 presents TV Dinner, an explosive and eclectic mix of videos created during the winter 2017 term. TV Dinner brings us video like we’ve never seen it before, a true alternative to mainstream television and mass media. TV Dinner will provoke audiences with sensory overloads, critical appropriation videos, sensitive and inventive explorations of everyday life, a music video by a band that plays cardboard instruments, and much more.
Participating artists are students from the winter 2017 section of ART 257: Introduction to Video Art, taught by Associate Professor Julie Perini in the School of Art + Design at Portland State University.

Night Lights: Laura Heit Hypothetical Stars II Thursday, February 2nd,  2017 5-8pm North wall of RACC’s offices at 411 NW Park Ave, Portland, OR
A hand-drawn animated installation, Hypothetical Stars II employs the artist's marks as interventions into 16mm footage taken from the NASA Apollo 12 mission. Being the first mission after the moon landing, it was notable for being the first to bring a color TV camera. And for the fact that, upon landing, the camera was pointed at the sun and inadvertently destroyed, immediately terminating the television broadcast. This piece asks us to consider a new view of that which we cannot see with the naked eye, where images sent back from the outer reaches are not seen as scientific truth but as deeply connected to our own desires and mirrors of our unconscious. Hypothetical Stars uses thrown shadows from tabletop dioramas and reflected and refracted animated projections to create a universe of hypothetical stars, moons, and planets. Recreated on a large scale for Nightlights this piece transforms the parking lot into a 360 degree speculative star system. This installation coincides with two films completed in 2015 when NASA released its image archive into the public domain that spring.
This month, Night Lights is affiliate site for the Portland Winter Light Festival.

Night Lights 2nd Annual Bring Your Own Beamer event
Thursday, January 5th 2017 5-8pm North wall of RACC’s offices at 411 NW Park Ave, Portland, OR
Open Signal and The Regional Arts and Culture Council invite artists to participate in a one night projection event. We provide: power source, walls for projection and limited rain coverage. You provide : A Beamer and content to project through your beamer.
A beamer can be any type of projector or light source. All content must be original and suitable for a public space. Several shared digital projectors will be available to artists who have content on a USB drive. Length of airtime will be determined by number of participants and availability of wall space.
BYOBeamer is a community event aimed at bringing together artists of all levels who have interest in using projection as part of their art making process. If you plan to bring your own equipment, please be prepared for January temperatures and precipitation.

January Night Lights: BYOB (Bring Your Own Beamer)

Bring Your Own Beamer (BYOB) is a one-night projection art event at Night Lights that anyone is invited to participate in. All you need is a projection device and/or imagery to take part. Originally conceived by new media artist Rafael Rozendaal, BYOB events have been held in over 80 international cities.
This month Night Lights is turning the wall over to Portland’s artists. Artwork must be suitable for all ages and for public display, but, aside from that, the wall is yours! If you’re interested in throwing your own beam, plan to arrive around 5 pm to set up. Night Lights is able to provide a power source and limited rain-cover. Night lights is a collaborative program of Regional Arts and Culture Council and Open Signal.

The Portland Community College Painting Team presented a visual adaptation of Gustave Flaubert’s short story, The Legend of St. Julian the Hospitaller, a retelling of the medieval folk tale about self-transformation and personal redemption.
Participating artists were students from Painting I&II classes that are part of the Visual and Performing Arts Department at Portland Community College’s Sylvania campus instructed by Mark Smith.
Night Lights is a collaboration between Regional Arts and Culture Council and Open Signal.

The Portland Community College Painting Team will be presenting a visual adaptation of Gustave Flaubert’s short story, The Legend of St. Julian the Hospitaller, a retelling of the medieval folk tale about self-transformation and personal redemption. With visual asides to Ivan Albright’s painted iterations of an aging Dorian Gray, PCC painters will be animating a series of still photographs showing a single painting undergo dramatic changes, paralleling Flaubert’s hallucinatory description of events.
Participating artist are students from Painting I&II classes that are part of the Visual and Performing Arts Department at Portland Community College’s Sylvania campus instructed by Mark Smith.

Thursday, October 6, 2016 @ RACC
Knowing that many people would like to dance but feel too shy or inhibited to take dance classes, this project seeks to create fun, inclusive, and safe environments for people to learn to dance. These events upset the power hierarchy of traditional dance classes by empowering anyone to become a dance teacher. A selection of people who are not professional dancers or dance teachers (but who like to dance) will research and present their favorite ‘How To Dance’ YouTube videos and lead us all in learning the steps/choreography. Expect a hilarious, highly energetic, and encouraging space.

Local artists will project large-scale media works outdoors each month through April
PORTLAND, ORE – Night Lights, a monthly public art event, begins its second year of urban intervention on Thursday, October 6. Every First Thursday through April 2017, local artists and art students will claim public space at NW Park Avenue at Glisan Street, broadcasting their digital media work on the north wall of the Regional Arts & Culture Council (RACC) offices after dark.
Night Lights is a unique collaboration between RACC’s public art program and Open Signal, Portland’s Community Media Center. Now in its second season, participating artists were selected through an open call and a community panel process, and will receive a stipend for their participation. Presentations will include large-format projections, and, in some cases, live performance.
The full Night Lights schedule appears below, showcasing a different artist or university each month. The first installment, on October 6, features artist Renee Sills who will orchestrate a video dance party, in which attendees will learn dance moves from instructional YouTube videos. In January, members of the public are invited to BYOB (Bring Your Own Beamer), that is, to bring their own projector and media project to share.
As part of this year’s series, Kalimah Abioto was selected as an artist-in-residence. Abioto will work on-site at Portland Community Media for three months, using Open Signal’s state-of-the-art media equipment and production studios to develop a new work to premier at Night Lights on March 2, 2017.
